Position Overview: The Department of Curriculum and Instruction is developing highquality instructional materials by creating Open Education Resources (OER, also known as Bluebonnet Learning) across core subject areas, PK12 that are open to the public, easily accessible and support effective teaching and learning. The OER initiative is a strategic priority of the Commissioner of Education focused on improving the foundation of reading and math for students across Texas.

The Executive Director, OER Adoption and System Supports serves as TEA's primary ambassador and strategic advisor for Bluebonnet Learning, building trust and credibility with education leaders across Texas to support the evaluation and adoption of highquality instructional materials. The Director serves as a key bridge between the field and the agency: helping school systems evaluate and adopt highquality instructional materials while also coordinating Bluebonnet Learningrelated collateral and interagency collaboration, translating field insights into product improvements and statewide adoption strategies.

Working closely with agency leadership and crossfunctional teams, the Executive Director, OER Adoption and System Supports leads statewide engagement efforts designed to increase utilization and impact of Bluebonnet Learning products, create enabling conditions for local adoption, and ensures the products meet the evolving needs of Texas schools. Success in this role requires deep credibility with education leaders, exceptional relationshipbuilding skills, strategic influence without direct authority, and a demonstrated ability to drive largescale change across a variety of educational settings.

This position reports to the Senior Advisor, Curriculum and Instruction Strategy and Operations within the Department of Curriculum and Instruction, within the Office of School Programs.

This position requires up to 75% travel, based on business needs, to support program initiatives, collaboration, and operational priorities.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1 Statewide OER Adoption Strategy: Oversee a cohesive statewide strategy to increase awareness, adoption, and impact of highquality instructional materials licensed as Open Educational Resources (OER), also known as Bluebonnet Learning, in alignment with district needs and the requirements of Texas Education Code. Communicate the state vision for highquality open education resources to key Texas stakeholders, and oversee product adoption, and continuous improvement efforts through analysis of adoption, usage, and stakeholder feedback data to increase statewide utilization and impact of Bluebonnet Learning materials.
2 Statewide OER Adoption and Market Development: Build and maintain trusted relationships with superintendents, chief academic officers, curriculum leaders, Education Service Centers, school boards, and other key stakeholders across Texas. Serve as the agency's primary thought partner and ambassador for Bluebonnet Learning, supporting school systems as they evaluate and adopt Bluebonnet Learning materials. Use stakeholder insights, implementation data, and field feedback to identify barriers to adoption, inform continuous product improvement, and shape statewide strategies that increase utilization and impact of Bluebonnet Learning materials.
3 Strategic Advisory Services: Partner with district leaders to understand instructional priorities, implementation challenges, and adoption considerations, providing strategic guidance on the effective use of highquality instructional materials and supporting local decisionmaking related to instructional materials adoption and implementation.
4 Initiative Integration Alignment: Collaborate with leaders across other Texas Education Agency offices, departments, and divisions to ensure that districts are provided coherent services and supports as it relates to aligning and integrating related agency initiatives. This includes supporting the alignment with the Leadership and Instructional Foundations for Texas (LIFT) program as well as other closely related initiatives. Collaborate across teams to ensure OER products can be effectively accessed and used across these initiatives.
5 OER Content Development and Operations Support: Support the ongoing development, continuous improvement, and operational success of Bluebonnet Learning products by coordinating crossfunctional initiatives, stakeholder engagement activities, implementation supports, and strategic projects. Lead or support special projects and emerging priorities as assigned to advance the goals, impact, and longterm sustainability of the Bluebonnet Learning initiative.

Qualifications

Minimum Qualifications
  • Education: Graduation from an accredited fouryear college or university
  • Degree field(s): Education, Curriculum & Instruction, Public Policy, Public Administration, Business Administration, Marketing or related field
  • Experience: At least eight (8) years of experience in educational leadership, curriculum and instruction, product development, and/or largescale product adoption
  • Substitutions: An advanced degree may substitute for two years of required experience

Other Qualifications
  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Experience leading the selection, adoption, implementation, and/or scaling of highquality instructional materials from a district or state education leadership role strongly preferred
  • Experience successfully adopting and implementing highquality instructional materials (Bluebonnet Learning highly preferred)
  • Demonstrated ability to build credibility, influence executivelevel stakeholders without direct authority, and establish trusted relationships across the Texas K12 education community
  • Experience presenting to and advising superintendents, school boards, chief academic officers, education service centers, and other senior education leaders
  • Experience authentically engaging stakeholders and leveraging feedback for continuous improvement
  • Datadriven decision maker with the ability to structure ambiguity into actionable, valueadded plans
  • Experience coordinating complex, multiteam initiatives and building alignment across organizational functions to ensure coherent services, supports, and implementation efforts for stakeholders
  • Demonstrated understanding of the processes and challenges of school boards, school systems, and educational service centers and practices to create system level change
  • A desire to selfreflect, give/receive feedback and continuously improve


New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.

The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
