Executive Director & Facilities Planning & Construction

The Executive Director, Facilities Planning & Construction oversees all institutional construction activities for the healthcare enterprise at the medical campus and all clinical and ambulatory care facilities. Specifically, the Executive Director, Facilities Planning & Construction executes all facets of new construction, renovation and renewal and replacement projects.

  • Advises managing staff appropriately to coordinate all construction projects to ensure that they meet budget and time constraints and are in accordance with the strategic and master plans.
  • Engages appropriate external sources and contractors to ensure that all construction projects are completed on time and within budget parameters.
  • Responsible for the development and oversight of all construction budgets
  • Develops and presents to senior management the background and rationale for vendor selection, procurement options and budget requests.
  • Serves as point of contact to staff, departments, and the community on issues of facility planning and construction.
  • Ensures all work areas meet quality, safety and compliance standards.
  • Ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with University policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations. Creates an effective control environment, conducts risk assessment, implements and monitors controls.


Department Specific Functions

The Executive Director, Facilities Planning & Construction oversees an enterprise program supporting the University's Health System and School of Medicine, including the downtown medical campus and offsite facilities. Supports the Associate Vice President of Construction in managing a robust program life cycle from planning and budgeting thru execution and activation.

  • Leads a project delivery team charged with initiation and execution of a robust annual project portfolio, ensuring seamless integration of all project phases.
  • Oversees capital planning and budgeting for over 200 design and construction projects annually. Manages annual budget execution and variances to appropriately reallocate capital based on organizational priorities.
  • Collaborates with senior leadership to develop and execute strategic plans and initiatives to drive growth, profitability, and operational excellence in construction project management.
  • Develops and maintains strong relationships with internal and external stakeholders, including clients, contractors, vendors, and regulatory bodies.
  • Facilitates regular communication and collaboration between stakeholders to ensure alignment with project objectives and expectations. Addresses stakeholders' concerns promptly and directs effective solutions to enhance project success and satisfaction.
  • Coordinates with cross-functional teams to ensure project goals, timelines, and deliverables align with organizational objectives.
  • Implements best practices and methodologies to optimize project workflows, mitigate risks, and drive continuous improvement throughout the project life cycle.
  • Defines and monitors key performance indicators (KPIs) to assess project performance and Objectives & Key Results (OKRs) to drive accountability within the project team, ensuring timely completion of projects within budget and quality standards.
  • Leads regular project reviews and status updates, identifying areas for improvement and implementing corrective actions to achieve key results.
  • Provides leadership, guidance, and mentorship to the project management team, fostering a culture of collaboration, innovation, and excellence.
  • Develops and implements training programs and professional development initiatives to enhance team capabilities and expertise in construction project management.
  • Identifies emerging trends, technologies, and opportunities in the construction industry, recommending innovative solutions and strategies to maintain a competitive edge.

CORE QUALIFICATIONS
  • Bachelor's degree in relevant field required; Master's degree preferred
  • Minimum of 10 years of experience in facilities project management, with a proven track record; healthcare and life science construction preferred.
