Job Description:

Blue Water Thinking is seeking an Evaluation Specialist Jr. to support a large program within the Department of Veterans Affairs (VA). This role will support program evaluation, performance measurement, data analysis, and reporting to help identify actionable findings and improve program outcomes.

Responsibilities:
  • Design and implement program evaluation activities and performance measures.
  • Conduct qualitative and quantitative analysis using surveys, interviews, focus groups, and secondary research.
  • Analyze evaluation data and identify trends, findings, and opportunities for improvement.
  • Develop performance reports, assessments, briefings, and recommendations.
  • Communicate findings to Government stakeholders and support integration into program strategies.
  • Meet regularly with stakeholders to discuss progress, priorities, and evaluation initiatives.

Minimum Qualifications:
  • Bachelor's degree (BA/BS) in Public Health, Psychology, Behavioral Science, Social Science, or a related field.
  • Minimum of 5 years of relevant experience in program evaluation, research, performance measurement, or data analysis.
  • Experience with qualitative and quantitative evaluation methods.
  • Strong analytical, written, verbal, and organizational skills.

Preferred Qualifications:
  • Experience supporting federal government programs or contracts.
  • Previous VA, VHA, healthcare, or behavioral health experience.
  • Experience developing performance measures, reports, dashboards, or program improvement recommendations.

Eligibility:
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements.

Salary range: $75,000-$90,000
