The Challenge:

Reliable enterprise data integration is essential to supporting mission-critical reporting, analytics, GIS applications, and modernization initiatives. What if you could use your ETL, ELT, SQL, and data engineering expertise to help USDA Rural Development improve the accuracy, availability, and usability of enterprise data across complex operational and analytical environments?

Challenging Projects:

As an ETL / Data Engineer with JCTM, you will provide enterprise data integration, Extract, Transform, Load (ETL), and Extract, Load, Transform (ELT) engineering support for the USDA Rural Development Data Management Support and Services (RD-DMSS) contract. This position develops, implements, maintains, and optimizes enterprise data integration solutions that support USDA Rural Development's Oracle Tabular Data Warehouse (TDW), Enterprise Data Analytics Platform (EDAPT), enterprise reporting, business intelligence, GIS applications, and modernization initiatives.

Working collaboratively with the Data Engineer III, Data Architect, BI personnel, GIS personnel, application developers, and Government stakeholders, the ETL / Data Engineer ensures enterprise data is accurately collected, transformed, validated, and delivered to support mission-critical business operations and analytics.

Key Responsibilities:
  • Design, develop, implement, and maintain enterprise ETL/ELT workflows supporting USDA Rural Development's enterprise data warehouse environment.
  • Develop source-to-target mappings and transformation logic supporting structured, semi-structured, unstructured, and geospatial data sources.
  • Develop and maintain SQL scripts, PL/SQL procedures, database objects, and automated processing routines supporting enterprise data integration.
  • Monitor production ETL processes, troubleshoot processing failures, resolve data integration issues, and restore operational services.
  • Validate enterprise data quality by verifying data completeness, consistency, and transformation accuracy throughout the integration lifecycle.
  • Support migration activities associated with modernization of the Oracle Tabular Data Warehouse (TDW) and implementation of future-state enterprise data platforms.
  • Collaborate with the Data Architect and Data Engineer III to implement enterprise data models, integration standards, and modernization initiatives.
  • Support enterprise reporting, business intelligence, GIS, and analytics environments through timely delivery of reliable enterprise data.
  • Develop ETL mapping documentation, workflow diagrams, deployment procedures, and operational support documentation.
  • Participate in technical reviews, testing activities, production deployments, sprint planning, and continuous process improvement initiatives.
  • Recommend improvements that increase automation, operational efficiency, scalability, data quality, and system performance.
  • Support day-to-day production operations while ensuring enterprise data integration processes meet established service levels and operational requirements.

You Have:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Mathematics, Data Science, or a closely related technical discipline.
  • Minimum ten (10) years of experience developing, implementing, and supporting enterprise ETL/ELT solutions.
  • Demonstrated experience developing enterprise ETL workflows supporting large-scale operational and analytical environments.
  • Experience designing source-to-target mappings, transformation logic, and enterprise data integration processes.
  • Experience developing SQL, PL/SQL, stored procedures, database objects, and automated processing routines.
  • Experience troubleshooting ETL failures, resolving production data integration issues, and implementing performance improvements.
  • Experience validating source data, transformation logic, and target data accuracy throughout the ETL lifecycle.
  • Experience supporting software testing, production deployments, and enterprise change management activities.
  • Experience preparing ETL mapping documentation, interface specifications, technical procedures, and operational support documentation.
  • Strong analytical, troubleshooting, written, and verbal communication skills.
  • Ability to obtain and maintain all USDA-required background investigation and system access credentials.
  • Ability to work effectively in a predominantly remote Agile development environment with periodic onsite support as required.
  • Ability to communicate effectively with Government stakeholders, technical teams, and business users.
  • Ability to prepare technical documentation, implementation guidance, and operational support documentation.
