Description
The World Bank Group (WBG) Controllers (CTR) vice presidency has a core fiduciary mandate to ensure that disbursements made under WBG-financed projects are effectively monitored and that loan proceeds and trust fund financing are used solely for their intended purposes. This mandate requires implementing appropriate controls and risk-mitigation mechanisms across the disbursement lifecycle.
In accordance with the WBG disbursement policies and procedures, loan proceeds under WBG-financed operations are disbursed to borrowers upon their submission of various types of supporting documentation to demonstrate that funds were used for eligible expenditures. CTR relies on internal loan systems and the online banking portal, Client Connection, to capture and record disbursements and supporting documentation to process payment requests and confirm the eligibility of expenditures.
To achieve the end-to-end traceability of funds disbursed, WBG has built a blockchain-based solution for disbursement traceability, as part of its FundsChain program. Based on direction from the WBG senior leadership team, FundsChain implementation is mandatory for all Investment Project Financing (IPF) projects starting in FY26. To drive this rapid scale-up, the program team has established a Program Management Office (PMO) that oversees program tracks and reports to program leadership.
The ET consultant will drive the day-to-day operations of the FundsChain program, working closely with the initiative's Track Leads. The role will provide coordination across multiple parallel FundsChain tracks, including project management under the PMO and Platform tracks, and driving adoption as part of the Change Management track. The ET is responsible for developing and maintaining the FundsChain roadmap and project plan. The ET consultant will also develop and maintain program products, tools, and reporting needed to support program scale-up. This is a Washington, D.C.-based role with an expectation of at least four days per week in person, in line with institutional guidelines and program needs.
Scope of Work
PMO and CM:
• Develop and maintain the overall FundsChain Program Master Plan to support rapid and phased scale-up under the guidance of the Program Manager.
• Drive adoption, track onboarding and usage trends, identify adoption risks, and work with the team and stakeholders to address gaps. Responsible for adoption reporting, including preparation of regular adoption summaries for management and governance forums.
• Create and maintain reporting dashboards (e.g., status, adoption, key metrics) to support data-driven decision-making. Independently prepare and circulate regular status reports at the agreed-upon cadence covering program progress, risks, dependencies, and mitigation actions.
• Responsible for project coordination across all FundsChain tracks, including platform development, project implementation/onboarding, and the Center of Excellence.
• Ensure all program meetings are run efficiently and effectively, including drafting agendas, materials, minutes, and follow-ups for all agreed actions.
• Track and drive to closure actions, decisions, and minutes, and ensure timely follow-through. Ensure all trackers are developed and kept up to date at all times, including the events, mission, & leave tracker.
• Apply and consistently use PMO and collaboration tools to manage delivery and reporting, making sure the data is always live and current, easily available.
• Maintain of program governance documentation, product roadmap, progress reports, and monitoring of project implementation status.
• Develop and maintain program artifacts, including presentations and briefing materials, for internal and external stakeholders.
• Contribute to the CM stream as needed, including planning and coordination of engagement activities, communications, training inputs, feedback collection, and continuous improvement based on lessons learned, with a specific focus on adoption.
Platform Support:
• Monitor the platform adoption dashboard, identify and report anomalies, track the key metrics including Traceability Index, sample and analyze the data quality of the transactions and documents recorded in the platform.
• Support the Product Owner in establishing platform user statistics monitoring/reporting mechanism and periodically monitor the user stats for platform usage.
• Support the Product Owner in running and maintaining the prioritization, feature development, and deployment discipline as outlined in Product Governance.
• Maintain the platform roadmap, budgeting, and prioritizing the demand in collaboration with the Product Owner. Coordinate and liaise with program stakeholders as needed.
• Document business requirements, develop user stories, and assist in maintaining the ADO board for platform development. Develop test cases for issues and bugs, enhancements, and new features as FundsChain evolves.
• Support User Acceptance Testing (UAT) for new platform features per the roadmap, such as programmable digital tokens and milestone-based payment triggers.
• Support monitoring the FundsChain service desk for queries, its SLAs, and assist in generating management reports.
• Support the Product Owner in automating the UAT.
Selection Criteria
• A degree in Business Administration, Project Management, or a related field with 5+ years of experience in project management or business analysis.

World Bank Group Core Competencies
As per WBG policy, an Extended Term (ET) appointment is subject to a lifetime maximum of three (3) years. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
