Job Title ESH&Q Manager 4 (GSI Group Leader) Location Carlsbad, NM, US Organization Name ALDESHQ-RSO/Repository Science and Operations Minimum Salary 141500 Maximum Salary 238300 What You Will Do As the Group Leader for the Generator Site Interface Group within Los Alamos National Laboratory's (LANL) Repository Science and Operations (RSO) Division, the successful candidate will provide leadership and oversight for a technically diverse portfolio supporting the Department of Energy (DOE) Carlsbad Field Office (CBFO) and the National Transuranic (TRU) Program. The group consists of two primary teams: Difficult Waste Technologies, which provides technical expertise and solutions for challenging TRU waste streams to support compliant disposal at the Waste Isolation Pilot Plant (WIPP); and the TRU Waste Technical Project, which provides scientific, technical, and programmatic support to CBFO, including waste characterization reviews, development of DOE directives and CBFO procedures, safety basis and environmental regulatory support, corrective actions, and subject matter expertise. The Group Leader also oversees the Technical Assistance Program, which provides technical support to TRU waste generator sites across the DOE complex to facilitate the characterization, packaging, certification, and eventual disposal of waste at WIPP, as well as Acceptable Knowledge (AK) activities for select waste streams. These activities require coordination of multidisciplinary technical expertise and effective engagement with DOE, generator sites, WIPP contractors, and other stakeholders. Reporting directly to the RSO Division Leader, the Group Leader will partner with Team Leads and the RSO leadership team to provide strategic, technical, operational, and programmatic direction for the group. Responsibilities include leading and developing staff; establishing priorities and allocating resources; managing scope, schedules, and budgets; ensuring safe, secure, and compliant execution of work; maintaining technical capability and quality; resolving technical and programmatic issues; and fostering effective relationships across LANL, CBFO, WIPP contractors, and the broader National TRU Program. The position requires strong technical leadership, sound judgment, effective communication, and a commitment to advancing LANL's national security mission. What You Need Minimum Job Requirements: Leadership: Demonstrated experience leading large, technically focused organizations, with responsibility for both personnel and budget management. Proven track record in guiding strategic and operational planning, delivering work products associated with complex projects, and championing successful organizational outcomes. Well-versed in employee development, including mentoring, team building, and conflict resolution. Technical Experience: Proven record of effective technical leadership capabilities, with an emphasis on, program development, and the application of employee development tools. Demonstrated advanced knowledge and hands-on experience with federal and state environmental and waste-management regulations, policies, and procedures. Skilled in integrating and implementing principles from multiple management systems, including safety, security, quality, configuration management, and conduct of operations. Recognized for excellent technical writing skills. Customer Focus: Proven experience and demonstrated expertise in leading waste-related compliance activities, evaluating alternative solutions, and recommending effective solutions to complex problems impacting programs and administrative operations. Skilled in prioritizing workplace safety and quality through proactive engagement with employees and stakeholders, implementation of robust safety programs, and cultivation of a culture of continuous improvement, ensuring regulatory compliance, employee well-being, and sustained operational excellence. Communication: Demonstrated exceptional communication skills and the ability to engage effectively with staff, LANL organizations, senior management, internal clients, external clients (including DOE Office of Environmental Management and the National Nuclear Security Administration), regulators, industry partners, community members, and other key stakeholders. Education: This position requires a bachelor's degree from an accredited institution and a minimum of 8 years of related experience, or an equivalent combination of education and directly relevant experience. Desired Qualifications: • Demonstrated experience working with WIPP compliance documentation, including the Waste Acceptance Criteria, TRU Waste Authorized Methods for Payload Control, and the WIPP Waste Analysis Plan, as well as involvement in the WIPP compliance recertification process. • Possesses an educational or professional background in chemistry, engineering, or a related scientific discipline, providing a strong foundation in fundamental waste compliance operations and processes, analytical methodologies, and the principles of project management as applied to regulatory environments. • Experience interfacing with the DOE and DOE-site contractors in areas such as TRU waste treatment, packaging, characterization, AK documentation, transportation, and/or inventory management. • Strong foundation in environmental and regulatory compliance related to TRU waste activities, including treatment, packaging, characterization, acceptable knowledge, and transportation. • Working knowledge of complex waste inventory management and shipping processes at TRU waste generator sites across the DOE complex. • Clearance: Q (Position will be cleared to this level). Work Location : This position is based in Carlsbad, New Mexico. The RSO Division, located in Carlsbad, is part of the Associate Directorate for Environment, Safety, Health, and Quality (ALDESHQ) at LANL.
