Position Summary

We are looking for five Department Functional Leads to serve as dedicated project managers and business representatives for their assigned departments throughout the ERP implementation. William Everett will provide dedicated Functional Leads supporting Finance, Human Resources, Procurement, Budget, and Public Safety. Each Functional Lead acts as the primary point of contact between departmental stakeholders, the ERP Program Management Office, and the System Integrator (SI).

These roles are responsible for coordinating departmental participation, managing requirements, facilitating decision-making, tracking risks and issues, supporting testing and training activities, and ensuring departmental readiness throughout the implementation lifecycle. By providing dedicated support to each department, Functional Leads help maintain alignment between business operations and system implementation while promoting accountability, communication, and successful adoption.

Requirements

Key Responsibilities
  • Serve as the primary liaison between assigned departments and the ERP program.
  • Coordinate stakeholder participation in workshops, design sessions, testing activities, and readiness reviews.
  • Document and validate business requirements and process changes.
  • Develop and maintain As-Is and To-Be process documentation.
  • Facilitate identification and resolution of department-specific issues and risks.
  • Support requirements traceability and business process alignment.
  • Coordinate data validation and reconciliation activities.
  • Review and validate testing scenarios, test cases, and UAT results.
  • Support defect tracking, issue resolution, and escalation processes.
  • Review training materials and support end-user readiness efforts.
  • Track decisions, action items, and stakeholder communications.
  • Support cutover planning and deployment readiness activities.
  • Assist with hypercare planning and post-go-live support coordination.
  • Provide status reporting and governance support for assigned departments.

Minimum Qualifications
  • Bachelor's degree in Business Administration, Public Administration, Finance, Human Resources, Criminal Justice, Information Systems, or a related field.
  • Minimum seven (7) years of project management, business analysis, process improvement, or ERP implementation experience.
  • Minimum three (3) years supporting enterprise-wide technology or business transformation initiatives.
  • Experience coordinating stakeholder engagement, requirements gathering, testing, and organizational readiness activities.
  • Demonstrated experience documenting business processes and supporting change management efforts.
  • Strong organizational, communication, facilitation, and problem-solving skills.
  • Ability to manage multiple priorities and coordinate activities across diverse stakeholder groups.

Preferred Qualifications
  • Experience supporting public sector ERP implementations.
  • Experience within the assigned functional area (Finance, Human Resources, Procurement, Budget, or Public Safety).
  • PMP, CAPM, CBAP, Prosci, Lean, Six Sigma, or related certifications.
  • Experience supporting Workday, Oracle, SAP, or similar ERP platforms.
  • Experience working with executive leadership, steering committees, and governance bodies.

Functional Area Experience Requirements

Each Functional Lead should possess demonstrated experience supporting the business operations of their assigned department:
  • Finance Functional Lead: General Ledger, Accounts Payable, Accounts Receivable, Grants, Financial Reporting, Budget Control.
  • Human Resources Functional Lead: Workforce Administration, Benefits, Payroll, Talent Management, Labor Relations.
  • Procurement Functional Lead: Purchasing, Strategic Sourcing, Contracts, Vendor Management, Inventory Management.
  • Budget Functional Lead: Budget Planning, Forecasting, Financial Analysis, Appropriations, Performance Management.
  • Public Safety Functional Lead: Public Safety Operations, Workforce Scheduling, Regulatory Compliance, Emergency Services, or related government operations.
