Full Job Description

Position Scope:

Lead air permitting strategies for AES US Utilities, including power generation assets and other infrastructure. Provide guidance to AES facilities to promote compliance with environmental regulations, Company standards and policy, and implementation of best practices.

Main Responsibilities:

  • Prepare, submit, and track major and minor air permit applications, including Title V operating permits and Prevention of Significant Deterioration (PSD).
  • Advise and coordinate with project planning teams to incorporate air permitting timelines and requirement expectations into development schedules for new projects, including new power generating facilities.
  • Develop and provide tools and training materials for businesses to facilitate implementation of compliance, Company standards, goals, and policies.
  • Develop and maintain global platform for knowledge sharing, compliance tools, and communication to facilitate environmental compliance and continuous improvement related to air.
  • Collaborate and communicate with regulators, other governmental agencies, and partners regarding environmental aspects of AES US Utilities operations and projects, permitting, and compliance matters. 
  • Closely monitor developments and actions related to US air regulations, public policy, and litigation that can affect AES US Utilities businesses, including participation in partner involvement, development of comments in public record, and coordination with industry groups on common issues.
  • Advise in development and implementation of procedures & policies to facilitate compliance with existing and pending environmental requirements. 
  • Initiate or review environmental studies and plans to ensure compliance with environmental requirements, Company standards, goals, and policies.


Qualifications:

  • Minimum of five years’ recent experience in air permitting in a regulatory agency, electric utility, large industrial, processing or manufacturing environment or corporate environmental department.
  • Minimum of 7 years of proven experience with U.S. environmental regulations, permits, and requirements.
  • Deep understanding of Clean Air Act regulations, Title V, PSD/NNSR, and Indiana air quality regulations.
  • Bachelor's degree in Environmental Science, Engineering or an environmental-related field from an accredited college/university.
  • Excellent communication skills, both verbal and written, and ability to effectively communicate highly technical information. Ability to communicate optimally with internal and external collaborators including environmental agencies and environmental non-governmental organizations.
  • Excellent knowledge of and direct experience with federal, state, and local environmental regulations, including ability to locate, interpret, and implement regulations in real-world applications. 
  • Proven experience with air permit applications, interpretations, and implementation.
  • Strong technical data analysis, emissions calculation skills, and project management capabilities.
