Summary

This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Officer.

The primary purpose of this position is to serve as a departmental analyst within Sustainability and Environmental Programs (SEP) to provide environmental compliance through policy, guidance, training, technical support, and departmental oversight through coordination with DHS Components and in consultation with stakeholders.

Non-BU: This is a non-bargaining unit position.

As a Environmental Protection Specialist, GS-0028-13, your typical work assignments may include the following:

  • Provide a complete range of technical and program management services to facilitate compliance with environmental laws and regulations.
  • Formulate policy, guidance, and oversight to facilitate DHS compliance with applicable environmental laws, regulations, executive orders, and policies applicable to Federal Facilities.
  • Support DHS energy efficiency and water conservation activities, high-performance facility management, and resilience planning in partnership with DHS components.

Qualifications

Specialized Experience:

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:

  • Providing technical interpretation of policy pertaining to the National Environmental Policy Act, National Historic Preservation Act, or Endangered Species Act, including Section 106 and/or Section 7 consultation requirements.
  • Preparing or conducting subject matter expert review of Environmental Assessments or Environmental Impact Statements; or,
  • Supporting or managing programs in one or more of the following areas: environmental planning, environmental compliance, sustainability, energy management, tribal consultation, cultural resources or related field for a federal, state, local, tribal, or private sector organization.


Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
