Environmental Engineer - Water

The Water Environmental Engineer reports to the Environmental Manager and works with a team of environmental professionals to support air, water, and waste environmental compliance for the refinery and continuously improve the environmental management systems and environmental performance. The Water Environmental Engineer works closely with operations, contractors, and other groups to ensure that environmental requirements are clearly understood and conveyed throughout the organization.

The Water Environmental Engineer primarily supports the onsite wastewater treatment plant, stormwater management, spill prevention and response, and the BWON programs.

Job Responsibilities May Include:
  • Oversee and coordinate compliance assurance for refinery operations for environmental permits and regulations, including NPDES Permit, Waste Discharge Requirements, Site Cleanup Requirements, SPCC, SWPPP, OPA 90, and APSA.
  • Interpret regulatory and technical language
  • Negotiate issues with a broad group of stakeholders
  • Lead and participate in inspections and audits
  • Provide environmental technical guidance for non-routine activities
  • Manage the facility's Benzene Waste Operations program.
  • Participate in the refinery on-call environmental duty rotation and respond to refinery during environmental incidents following the Incident Command Structure. Participate as member of Refinery Oil Spill Response Team.
  • Develop range of technical skills and capabilities to enable back-up support for other environmental roles for air and waste regulations.
  • Monitor and evaluate emerging environmental regulatory requirements for business impact and coordinate with multiple stakeholders to implement new regulations. This includes engaging in new rule development by contributing both a technical and regulatory effort.
  • Drive continuous improvement by promoting the identification and development of environmental opportunities and enhancements to the organization.
  • Negotiate future compliance requirements with applicable agencies for renewals and modifications to the refinery's water permits.
  • Oversee contract resources within deadline and budget constraints.
  • Develop and deliver training to refinery personnel and contractors as required concerning permit, regulatory and corporate requirements.
  • Prepare monthly discharge monitoring reports, various reports required by the NPDES permit, and other regulatory reports.
  • Lead and participate in compliance/enforcement issues with applicable agencies, as appropriate.
  • Lead and participate in environmental audits, as appropriate.
  • Provide guidance and support to other environmental staff in areas of expertise.
  • Participate as appropriate in state/industry trade association working groups.
  • Maintain required environmental plans, including Oil Spill Response and SPCC plans.
  • Manage the site's environmental reserve budget and other environmental project budgets.


Position Specific Requirements:
  • Participate in the refinery on-call environmental duty rotation and respond to refinery during environmental incidents
  • Available in off hours and days to respond to refinery issues or emergencies, including on-call emergency response functions.
  • Mix of computer-based office work and field inspection and testing in refinery plant units
  • Physical Requirements:
    • Climb ladders
    • Walk up and down steps
    • Lift 50 pounds
  • Work in the Following Conditions:
    • At heights
    • Outside in inclement weather
  • Work Schedule:
    • Occasionally an altered work schedule over an extended period may be required (maintenance outages and turnarounds)
  • Possess a valid Drivers' License

Minimum Qualifications:
  • Bachelor of Science degree in engineering, environmental science, physical sciences, or other closely related technical field.


Preferred Qualifications:
  • Work Experience - 2 years of experience in either or both of:
    • Federal, California, and/or local Bay Area environmental regulatory experience
    • Industrial experience (refining, petrochemical, or other industries)
    • Demonstrated ability to communicate using strong technical, verbal, written, and persuasive skills to obtain agreement with agency personnel, including the ability to shift communication styles from detailed technical/regulatory discussions to broader-picture discussions depending on the audience.

The salary range for this position is $92,846.05 - $164,756.20. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate's compensation. In addition to salary, PBF offers a comprehensive and generous benefits package.
