Job Summary

This is an on-site position located in Lemont, IL at the CITGO Refinery. The Associate Environmental Engineer provides environmental compliance support for Lemont Refinery programs, with a primary focus on air compliance, environmental data management, regulatory reporting, agency correspondence, and environmental management system activities. The role supports compliance with federal, state, and refinery environmental requirements by coordinating inspections, reports, records, incident documentation, compliance calendar activities, and cross-functional communication with Operations, Engineering, Corporate Environmental, and regulatory agencies.

Salary range: $88,000 - $113,000

Minimum Qualifications

  • Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or a related technical discipline required.
  • Zero to one year of relevant experience required.
  • Environmental, regulatory compliance, refinery, petrochemical, manufacturing, or industrial experience preferred.
  • Experience with air compliance, environmental reporting, agency correspondence, inspections, emissions calculations, compliance calendars, or environmental management systems is preferred.
  • Proficiency with Microsoft Office required; experience with SharePoint, Enablon, or similar compliance/document management systems preferred.
  • Must be able to work in a refinery environment, access operating areas as needed, comply with site safety requirements, wear required personal protective equipment, and coordinate with Operations, Engineering, Maintenance, and Environmental personnel.
  • Strong organizational, follow-up, technical documentation, problem-solving, and communication skills, with the ability to manage multiple priorities and meet regulatory reporting deadlines.
  • Valid driver's license required.
  • Must be eligible to obtain a TWIC.


Job Duties

1. Support and assist with implementation and administration of air compliance programs; those programs include Storage Tank compliance (emissions and inspections), Continuous Emission Monitoring Systems (CEMS), and RICE engines. Requires the ability to understand and apply complex federal and state regulatory requirements, under guidance, to support interpretation and compliance efforts across refinery departments.

2. Support the Enablon Environmental Management System and related environmental data reporting activities, including performing daily reviews of reported incidents for Lemont; documenting environmental calculation requirements and updating release details; and serving as the refinery liaison with Corporate Environmental staff regarding submitted report information, including Environmental Index/Bonus Metric Index, hourly bonus data reporting, MSOM Environmental data reporting, and the Annual Environmental Index Performance Audit.

3. Provide regulatory compliance guidance for the following activities in the Lemont Refinery Environmental department: Review of new projects for potential air impacts (emissions and permitting) and provide guidance to Engineering and Operations where environmental regulatory requirements could impact the project, monitor new and pending regulatory changes, assist with maintaining Environmental Operating Limits and update as necessary when requirements change and participate in team investigations as assigned working with refinery personnel to identify root causes, develop emission estimates and draft follow up letters.

4. Prepare routine environmental reports to comply with monthly, quarterly, semi-annual and annual requirements, as well as providing input for others who generate reports in areas of subject matter expertise as listed above.

5. Support and coordinate incoming agency communications related to Notices of Violation (NOVs), Violation Notices, Findings of Violation (FOVs), Penalty Notices, and Requests for Information; managing, updating, and develop working knowledge and support the Refinery's Environmental Compliance Calendar (managed through Enablon). Assist with administration of the New Chemical Request approval process; support and maintain the Environmental Incident Reporting procedure and related Shift Organization checklists; coordinate required CITGO Hotline notifications, National Response Center notifications, responses to remote ambient air analyzer exceedances, and odor complaints; and assemble required documents for audits and inspections.
