Job DescriptionThe Environmental Compliance Officer is responsible for ensuring environmental regulatory compliance across all phases of a large-scale subway construction project, from planning through commissioning and close-out.
This role oversees environmental monitoring programs, conducts regular site inspections, and proactively identifies and mitigates environmental risks related to air, water, soil, waste, erosion, and spill management.
Acting as a key advisor to project teams and contractors, the officer communicates compliance requirements, inspection findings, and best practices while supporting training and awareness initiatives.
The salary range for this position is $100,000 CAD - $120,000 CAD, plus additional benefits.
Key Responsibilities:- Ensure that all construction activities across planning, construction, commissioning, and close-out phases of the subway project are fully compliant with applicable federal, provincial, and municipal environmental legislation, permits, approvals, and contractual requirements.
- Proactively track permit conditions, environmental commitments, and regulatory obligations, and support project teams in implementing compliant work practices.
- Identify potential non-compliance issues early and work collaboratively with contractors and project leadership to implement corrective and preventive actions.
- Oversee and support environmental monitoring programs during construction, including air quality, noise and vibration, surface water and groundwater, soil conditions, and waste management.
- Review monitoring data, assess trends, and verify compliance with regulatory thresholds and permit requirements.
- Coordinate with environmental consultants and laboratories to ensure monitoring activities are conducted in accordance with approved plans, methodologies, and schedules.
- Conduct regular and ad-hoc environmental inspections of construction sites to identify actual or potential environmental risks and non-conformances.
- Manage erosion and sediment control measures, watercourse protection, spill prevention and response, effluent management, dust suppression, and material storage.
- Document findings, issue inspection reports, track deficiencies, and verify that corrective actions are implemented in a timely manner.
- Clearly communicate inspection findings, compliance requirements, and recommended mitigation measures to project managers, contractors, subcontractors, and internal stakeholders.
- Provide practical, solution-oriented environmental advice to support construction activities while maintaining compliance.
- Promote environmental awareness across the project by reinforcing best practices and fostering a culture of environmental responsibility.
- Liaise with environmental consultants, regulatory agencies, Indigenous groups, community representatives, and other stakeholders as required.
- Support the communication of environmental management plans, monitoring results, and mitigation measures, and assist in addressing environmental inquiries, concerns, or complaints in a timely and professional manner to maintain transparency and trust.
- Support the Environmental Team in the preparation, review, and submission of environmental compliance reports, inspection logs, incident reports, and regulatory submissions.
- Ensure accurate record-keeping and documentation of environmental performance, monitoring results, and corrective actions, and contribute to reporting provided to regulators, project leadership, and external stakeholders.
- Deliver or support environmental training and toolbox talks for project staff, contractors, and subcontractors on regulatory requirements, permit conditions, environmental management plans, and site-specific environmental risks.
- Provide ongoing guidance to ensure environmental procedures are understood and consistently applied in the field.
- Support the implementation of project sustainability objectives, including waste diversion and recycling, energy and water efficiency, responsible material sourcing, green procurement practices, and protection of biodiversity and sensitive habitats.
- Assist in tracking sustainability performance and identifying opportunities to enhance the project's environmental and sustainability outcomes.
Qualifications- Bachelor's degree in Environmental Science, Environmental Engineering, or a related field.
- Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC) certification.
- Minimum of 5 years of experience in environmental compliance, preferably in infrastructure construction projects.
- In-depth knowledge of federal, provincial, and local environmental regulations and permitting requirements.
- Proven track record of developing and implementing environmental management systems and compliance strategies.
- Strong analytical skills, attention to detail, and the ability to interpret complex environmental data.
- Excellent written and verbal communication skills for effective reporting and stakeholder engagement.
- Ability to work independently and collaboratively as part of a multidisciplinary team.
- Exceptional organizational skills and the ability to manage multiple tasks simultaneously.
- Proficient in the use of environmental monitoring equipment and software.
