Job Title: Enterprise Project Manager - Consultant (9720)
Location: Columbia, SC 29210 (Hybrid)
Duration: 12+ Months
Work Location: Hybrid - 3 days onsite per week
Candidate Location: Must be a current South Carolina resident (No relocation allowed)

Position Overview
The Client is seeking an experienced Enterprise Project Manager - Consultant to provide project management leadership for the Palmetto Automated Child Support System (PACSS). This role supports ongoing system operations, maintenance activities, vendor coordination, and enterprise-level project governance for a federally certified child support system.

Key Responsibilities
  • Lead PACSS system Operations and Maintenance (O&M) initiatives using PMI project management methodologies
  • Manage, coordinate, and oversee vendor teams providing system O&M services
  • Plan, direct, and coordinate cross-functional project activities with focus on scope, schedule, risk, and quality
  • Lead application change management activities including intake, prioritization, and lifecycle tracking
  • Oversee defect management activities including documentation, triage, prioritization, and resolution
  • Maintain accurate and up-to-date project schedules covering all approved work efforts
  • Develop and deliver monthly project status and management reports to DSS leadership
  • Collect, analyze, and present project metrics and performance data
  • Support system knowledge transfer from vendors to State resources
  • Identify and implement process improvements across project and operational teams
  • Lead IRS PUB 1075 audit activities related to PACSS
  • Collaborate closely with Child Support Services Division (CSSD), State stakeholders, vendors, and executive leadership

Required Skills
  • 7+ years of experience as a Project Manager using PMI project management methodologies
  • 7+ years of experience in Information Technology environments
  • 7+ years of experience managing large-scale production system implementations
  • Active Project Management Professional (PMP) certification
  • Bachelor's degree

Preferred Skills
  • Experience with Child Support Enforcement system design and development
  • Experience with Team Foundation Server (TFS), MS Project, SharePoint, and/or Power BI
