Enterprise Payments Governance & Oversight - Data, Insights, and Enablement, Manager - Hybrid

The Enterprise Payments Governance and Oversight team is seeking a dynamic Manager who will play a pivotal role defining and implementing the future of payments governance and oversight for the enterprise.  The Enterprise Payments Governance and Oversight team sits within the  Enterprise Payments organization in the Retail Bank.  The team is responsible for the governance and oversight of end-to-end core payments functions for all payment types across the enterprise, including monitoring.  In this role, you will be at the forefront of payments, developing solutions to remediate some of the biggest payments-related challenges while also seeking opportunities to further enhance existing business-as-usual practices.  

In this exciting role, you will work closely with key stakeholders across the company to ensure we have a dynamic and well-managed payments ecosystem.  This role has a high level of exposure across the lines of business and the opportunity to work with Executives to shape and deliver a payments governance strategy and implement critical initiatives tied to the priorities of the Enterprise Payments organization.  You will work with smart, talented people who will challenge you to excel.

The Role

As a Manager of Governance and Oversight (Data, Insights and Enablement), you will move beyond maintenance to design, implement, and manage  data reporting frameworks to ensure robust, scalable, and compliant risk management across the enterprise. You will define and implement the future of data-driven payments governance and risk oversight by working with our data analytics teams to identify the data points and structure that best tell the story of our risk landscape.  You will be responsible for creating and implementing data metrics and opportunities to better manage proactive risk identification.  Additionally, you will lead the strategic deployment and usage of tools including Generative AI (e.g., Gemini) and automated analytics. Your mission is to think creatively to implement new risk monitoring workflows, eliminate manual execution, and radically elevate the team's technical capabilities.

You will solve complex enterprise problems through data and predictive insights, serving as a central bridge between high-level data strategy and 1st and 2nd Line of Defense teams. By directing cross-functional reporting efforts, you will deliver dynamic dashboards for real-time intelligence and proactive trend analysis, enabling the identification and documentation of potential risks before they occur. Additionally, you will deliver critical, executive-level insights that connect the dots across complex payment rails (RTP, ACH, and wire) and diverse lines of business to maintain an ecosystem compliant with the Enterprise Risk Management (ERM) framework.

The Person

We are seeking a visionary critical thinker with an analytical mindset, executive presence, and a proven track record of solving complex data and risk challenges.

  • Data-Driven Innovator: You possess a sophisticated analytical background and a passion for utilizing Generative AI, intelligent agents, enterprise tools like Google Workplace Studio, Jira / Google AppSheets to drive automation that  eliminates manual risk routines. You are highly skilled at translating dense, technical, or complex data into compelling, clear narratives that bring risk trends to life across distinct stakeholder groups.

  • Influential Connector: You possess exceptional communication and influencing skills, with a demonstrated ability to navigate complex organizational structures and collaborate effectively with diverse stakeholder groups. You know how to command a room and present data-backed recommendations that successfully drive documented consensus and champion change.

  • Risk Process Expert: You bring a background in financial services operational risk management frameworks, having previously worked on process re-engineering efforts. You have awareness of risk frameworks like Issues & Event Management, Risk & Controls (RCSA), or Cybersecurity/Technology Data. 

Location: West Creek 5 (Richmond, VA) or Center 2 (McLean, VA),this role is Hybrid, where you will be expected spend about half of your working time in office and half working virtually

Basic Qualifications

  • Associates Degree or military experience

  • At least 3 years of experience in risk management, audit, or governance

  • At least 5 years of experience in banking or financial services

  • At least 5 years of experience supporting, partnering, and interacting with internal and external stakeholders

  • At least 1 year of experience with data management and reporting

  • At least 2 years of project management or process management experience

Preferred Qualifications

  • Bachelor’s Degree

  • At least 4 years of experience in risk management, audit, or governance

  • At least 2 years of experience with data management and reporting

  • At least 6 years of experience supporting, partnering and interacting with internal and external stakeholders

  • At least 3 years of project management or process management experience

  • At least 3 years of experience working in payments

  • Accredited ACH Professional (AAP) certification or Accredited Payments Risk Professional (APRP) certification

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
