Job Summary

We currently have an exciting opportunity for an Test Engineering Manager to plan and manage the technical and programmatic (cost and schedule) performance for the development of testing and certification of power conditioning components for the Advanced Arrestment Gear System and Electromagnetic Aircraft Launch System, space satellite payloads, low and high power laser systems and munitions programs. The candidate will be responsible for managing all phases of the test program from inception through completion. Specifically, these tests will include Subsystem Level Testing and Component Level Testing that will include but are not limited to Lifecycle, Environmental Qualification and Production Tests.

DUTIES AND RESPONSIBILITIES:
  • Lead a disparate group to a common objective, clearly communicate the status of efforts, identify/resolve issues and manage to cost/schedule.
  • Provide leadership to the Test Integrated Product Team (IPT) coordinating all activities between engineering, procurement, configuration management and various test sites.
  • Provide leadership and direct all activities of the test(s) including planning and managing technical performance to ensure quality, business and financial objectives are attained.
  • Participate in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract(s).
  • Develop and manage statement of work (SOW) and the requirements for subcontractors capable of completing the assigned scope
  • Leads groups and meetings to discuss cost, schedule, and technical performance, address common objectives, clearly communicate the status of efforts and identify then resolve issues
  • Participate in and coordinate establishing test concepts, criteria and engineering efforts for testing
  • Participate in establishing test program master plan(s) and milestones and monitor adherence to master plan and schedules
  • Capability to work with other companies, organizations, and cross functional teams in a formative and dynamic environment
  • Identify engineering issues and provide leadership with developed solutions such as re-allocation of resources or modifying contract specifications
  • Participates in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent. Provides oversight and direction to Engineers and technical support staff.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices
  • Performs other duties as assigned or required

Job Qualifications

  • Typically requires a Bachelors, Masters or PhD in engineering or a related technical field as well as eleven or more years of progressively complex engineering experience. May substitute equivalent experience in lieu of education.
  • At least five management responsibilities.
  • Experience as a test engineer leading the development, assembly, integration and testing for a system which will undergo verification and validation including creation of system engineering and test artifacts
  • Demonstrated knowledge in the application of test engineering principles, concepts, theory, and practice as well as project management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones
  • Must be able to work on a self-initiated basis and in a team environment
  • Must possess the ability to resolve personnel management and technical problems
  • Must possess excellent leadership, communication, interpersonal, organizational and computer skills with ability to develop and manage a team
  • Knowledge of planning, scheduling, budgeting, and performance measurement (EVMS) and their application along with pertinent tools (MS Office, MS Project) are required
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives
  • Must be able to work extended hours and travel as needed.
  • Must be customer focused and able to work on a self-initiated basis or in a team environment and able to work extended hours and travel as required.
  • Active DoD Secret Security Clearance is required with ability to obtain Top Secret Clearance.
Desired Qualifications:
  • Previous Functional Management experience leading test teams
  • Previous Test Lead/Test Management experience
  • Previous experience leading/managing remote employees
  • Technical knowledge of High-Power Electrical Systems and experience working on power electronic products is preferred
  • Experience leading small to medium team on qualification or production test programs
