The Preconstruction Division's Program Support Unit is responsible for providing overarching planning and support for programs and tools that assist with the delivery of our programs and projects. This includes evaluating, learning and understanding the needs of Divisions, technical units, and other stakeholders, then leading the evaluation, procurement and development of business solutions by communicating those needs to Department of Information Technology (DIT) and Private Engineering Firm (PEF) Consultants.
We are looking for an Engineering Manager II who will manage and direct the Program Support Unit (PSU) which consists of the following groups: Professional Services Management, Program Delivery Support, Value Management, CADD Innovation, and CADD Support Services.

In this role you will:
• Ensure that all unit functions, initiatives, and deliverables remain aligned with the Department's strategic plan, operational priorities, and evolving technology and business needs.
• Provide leadership and oversight to maintain consistency, efficiency, and coordination across all PSU groups, including consultant procurement and contract administration, digital delivery and transformation efforts, CADD/BIM standards, value management and program support services.
• Establish priorities, monitor performance, and drive continuous improvement to support effective program and project delivery statewide.
• Serve as a key liaison between PSU, executive leadership, and DIT, by facilitating communication, advising and aligning business and technology objectives, and supporting decision-making and implementation of strategic initiatives, tools, and processes.
• Oversee and implement hiring, staff development and training, coaching, and disciplinary actions.
• Establish, monitor, and maintain Unit objectives within the context of the Agency's stated goals while utilizing complex analysis and decision making to ensure goals and objectives are achieved.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC25 / $89,596 - $201,593

Management prefers applicants with the following:
  • Experience providing leadership and oversight across multiple functional areas to ensure alignment with organizational strategic plans and operational priorities.
  • Experience collaborating with executive leadership, technical units, and external stakeholders to align business needs, policies, and technology solutions.
  • Experience managing or supporting programs related to project delivery, digital transformation, or process improvement within a complex organization.
  • Experience anticipating challenges, identifying risks, and developing effective solutions to support consistent and efficient program delivery.
  • Experience managing human resources including mentoring, coaching, disciplinary actions, overseeing the competencies of engineering and technical staff, employee performance review administration, interviewing and recommending candidates for staffing.

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
