Purpose/Description

Under the general direction of the Senior Licensed Engineer, the Licensed Professional Engineer is responsible for aiding in the management and administration of local, state and federal programs and activities related to wastewater control systems, and other engineering matters as assigned. The position is involved in the engineer planning, designing, constructing, operating and maintaining of wastewater control systems. This position may also supervise other staff who assist with wastewater functions. This position may act as an engineering advisor and liaison for the division between various federal agencies, state agencies and local communities.

Responsibilities

Required Tasks
  • Assist with the project planning, designing, and construction of capital improvements for wastewater and stormwater facilities owned and/or operated by the County by evaluating needs and providing technical assistance for the identification and analysis of improvement alternatives and the selection of a final course of action.
  • Provide technical assistance with all wastewater/stormwater/drains operations and maintenance duties, including troubleshooting processes and equipment problems at various wastewater/stormwater/drain facilities.
  • Provide technical review of consultant-developed plans and specifications for improvement projects.
  • Provide input, as owner representative, on construction phase projects. Tasks may include technical review of shop drawings; independent assessment of the recommended improvements; inspection of the quality and progress of construction.
  • Plan, direct, and administer the operation and maintenance of sanitary and stormwater drains, and combined sewer overflow (CSO) facilities and related collection and conveyance systems.
  • Procure and manage grants, loans, contracts, and projects awarded to/by the County for implementation of wastewater and stormwater improvement projects.
  • Assist with the County's compliance with its National Pollutant Discharge Elimination System (NPDES) wastewater permits.
  • Supervise and coordinate the duties of staff performing engineering, stormwater, and administrative functions.
  • Work with other departments, consultants, vendors, regulatory agencies, communities, and the general public on matters pertaining to Wayne County stormwater and wastewater operations.
  • Assist with the preparation and monitoring of operations and maintenance and capital improvements budgets.
  • Provide assistance for legal matters pertaining to the County or drainage districts impacting wastewater or stormwater systems.
  • Train staff and perform other duties and special projects as assigned.


Qualifications

QUALIFICATIONS

Experience/Educational Requirements
  • A Bachelor's Degree in Civil Engineering, Environmental Engineering, or Geological Engineering or a closely related degree such as, Chemical, Mechanical, and Industrial Engineering; will be considered; AND
  • Must be a registered Professional Engineer (P.E.) in the State of Michigan; AND
  • At least five (5) years of Civil Engineering experience, with at least two (2) years of experience in project management; AND
  • A valid State of Michigan driver's license and a safe and acceptable driving record.
