Under the general supervision of the CIP Lead:
- Engineers, plans, develops, and implements wastewater collection capital projects.
- Provides technical guidance and project management for wastewater capital projects.
- Coordinates with the Asset Management Team, operations, and maintenance staff to perform engineering analysis and capital planning.
- Directly manages collection system studies, evaluations, assessments, and design projects.
- In the event of emergency failures, may participate and/or lead efforts to identify a solution for the failure.
The successful candidate is involved in the design and construction of pump stations, force mains, and gravity sewer rehabilitation to ensure that wastewater operational and asset management needs are incorporated. Position will offer the successful candidate an opportunity to not only play a key role in the life cycle of a project but also the life cycle of WCD's assets as an owner of the utility. In addition, this position resides within a branch of WCD that offers Engineering support for the operation of a large collection system, which affords the successful candidate the ability to broaden skillset and gain a greater understanding for asset management, capital planning, O&M, and overall management of a utility system.

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:- Valid driver's license
- Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:- Four (4) years working on Wastewater Collection System projects.
- One (1) year of experience using GIS Systems (Geographic Information Systems).
- Four (4) years of experience in Engineering Planning & Design.
- Four (4) years of Project Management experience.
- One (1) year of experience in Construction Management.
PHYSICAL REQUIREMENTS:Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to communicate clearly, both verbally and in written form, is crucial for engaging with colleagues and customers through phone calls, video conferences, and face-to-face meetings. Ability to drive county vehicle to jobsites in field to perform field investigations, and drive to various other locations for administrative meetings. Ability to lift up to 15 lbs. to facilitate the filing and organization of documents or to provide assistance with project-related activities. Ability to perform field inspections/investigations on sanitary sewer system projects. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, and safety footwear. Position is generally sedentary. However, it requires the ability to stoop, bend and reach. Visual acuity is required to effectively work on computer monitors, review documents, and read text and data for prolonged durations. The incumbent must possess the ability to operate keyboard-driven devices to input, access, and retrieve information from a computer. All duties performed with or without reasonable accommodations.
