ProposalEngineer II

Role Overview

The Proposal Engineer II leads and coordinates all technical proposal activities from initial request for proposal (RFP) through contract award for gas turbine, steam turbine, and combined cycle projects. This role serves as the central technical interface across internal engineering, commercial teams, and external stakeholders, ensuring alignment and successful proposal development and delivery. Additionally, the position supports business development efforts by contributing to feasibility studies, developing technical proposals, and engaging with customers to advance project opportunities.

Key Responsibilities
  • Review RFPs to identify and define technical requirements and scope.
  • Develop and manage proposal strategy, schedules, and milestones.
  • Act as single point of contact for all technical proposal activities across multidisciplinary teams and suppliers.
  • Coordinate scope distribution and provide clear inputs for cost estimation.
  • Develop and consolidate technical deliverables including specifications, utility lists, electrical load lists, and noise data.
  • Lead preparation of Exceptions & Clarifications and technical risk assessments.
  • Prepare and present technical reviews and risk assessments to leadership.
  • Ensure alignment between technical and commercial proposals.
  • Support customer discussions, EPC coordination, and contract negotiations.
  • Manage proposal submission, internal approvals, and transition to execution teams.
  • Drive continuous improvement of proposal processes, tools, and documentation.
