Full Job Description
Engineer II, Field Services provides field-facing engineering support across the Phillips 66 Midstream asset base, helping ensure safe, reliable, and cost-effective operation of pipelines, terminals, and gathering/processing facilities. Operating as part of the centralized Asset Engineering team, this role converts a diverse mix of operational issues, digital/process initiatives, and ad hoc business requests into practical engineering workstreams, partnering closely with Operations and cross-functional stakeholders.

What You'll Do
  • Serve as a field-facing engineer for Midstream regions, building strong relationships with Operations, Maintenance, and local leaders while providing day-to-day technical support to pipelines, terminals, and gathering/processing assets.
  • Independently troubleshoot complex operating issues involving equipment, process conditions, measurement, controls/automation, leak detection, winterization, or chemical programs, driving issues from problem definition through recommendation and closure.
  • Lead implementation of field-focused digital tools and processes (for example TLACS, Power BI dashboards, customer/Carrier Exchange or encroachment portals), coordinating requirements, user acceptance testing, documentation, training, and deployment.
  • Support asset integrations, turnarounds, and changes-such as PSSR/MOC activities, turnaround planning, and onboarding of new or acquired assets-by coordinating technical inputs across Operations, Projects, Integrity, Measurement, I&E/automation, HSE, and Commercial.
  • Develop, maintain, and improve field operations and maintenance governance documents, procedures, and technical methods, translating lessons learned and incident/near-miss findings into clearer and more consistent work practices.
  • Evaluate operating and cost performance (for example Opex diagnostics, chemical usage, methanol optimization, heater performance, winterization programs, and corporate or regulatory data requests) to identify safety, reliability, and cost-improvement opportunities.
  • Coordinate with vendors and service providers to define technical scope, obtain and evaluate proposals, support trials or field implementation, and verify that solutions are practical for long-term operation and maintenance.
  • Manage a dynamic portfolio of planned initiatives and ad hoc requests, prioritizing work based on risk and business impact, communicating status with stakeholders, and advancing work with limited step-by-step direction.

  • 3 or more years of relevant engineering experience in oil and gas
  • Ability to independently troubleshoot complex operating issues and using data and digital tools (for example Excel, engineering software, and/or analytics tools such as Power BI) to develop and communicate practical recommendations
  • Willingness and ability to travel up to 25% of the time to operating field locations as business needs require, including visits to active facilities and outdoor environments, with or without reasonable accommodation


What Makes You Stand Out - Preferred
  • 5 or more years of engineering experience in Midstream Operations supporting pipelines, terminals, and/or gas gathering and processing assets in an operating company environment
  • Experience providing field engineering or field services support (for example site visits, day-to-day troubleshooting, readiness/PSSR participation, and MOC-related technical work) for operating assets
  • Experience leading cross-functional initiatives that involve Operations, Maintenance, Projects, Integrity, Measurement, I&E/automation, IT/SCADA, HSE, and Commercial/Business Development stakeholders
  • Experience delivering digital or data-focused solutions for field and leadership users, such as TLACS-based reporting, Power BI dashboards, or similar tools that make operating and reliability performance visible
  • Experience supporting turnaround planning, asset integrations, or transitions of new or acquired assets into Operations, including use of integration playbooks, checklists, and structured readiness plans
  • Experience evaluating chemical programs, emissions or leak-detection practices, atmospheric storage-tank performance, or similar programs where engineering judgment is used to improve both compliance and cost performance
  • Experience defining technical needs and coordinating with vendors and contractors to scope work, compare solutions, and support safe and efficient field implementation
  • Strong written and verbal communication skills, including the ability to simplify complex technical issues for non-technical audiences and influence decisions without direct authority
  • Proven track record of converting ambiguous or "one-off" requests into structured work plans, managing multiple priorities at once, and driving actions to closure in partnership with field and functional stakeholders
  • Demonstrated commitment to safety, environmental stewardship, disciplined operations, and continuous improvement aligned with Phillips 66 values and Midstream standards


Compensation Range

This position has a base salary range of $127,800 - $156,200.

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
