ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Utilize Bonneville Enterprise System (BES) and Asset Suite regularly for obtaining catalog information on materials, ordering materials, checking status on Material Requests (MRs) for engineers and technicians, and to obtain all relevant information regarding materials.
Run reports in BES for material status and overall material counts per engineer and technician requests as well as to check accuracy via comparison with the Access databases.
With oversight and approval from the BPA Manager:
Review and understand structure and tower lists, fiber installation sheets, and design drawings in hard copy, Excel, and PDF formats.
Develop and maintain Access databases for each project and input interpreted information from design documents into each project Access database.
Produce reports itemizing specific materials and structure and hardware assemblies required for each structure / tower site for all the structures / towers on each project.
Coordinate with engineers and technicians to verify that reports are accurate via engineer and technician review and produce final reports in PDF and / or RTF format for distribution to warehouse personnel, BPA Transmission Line Maintenance (TLM) crews, and contractor construction crews.
Develop and maintain project books with applicable emails, drawings, tables, lists and notes as official records of materials and assemblies needed and ordered for each project. Keep engineers, technicians, and commodity managers informed of progress via project reports and Material Requests (MRs).
Create MRs and submit MRs to engineers and technicians to review and edit the requests as needed.
Approve the MRs with the engineer's and / or technician's concurrence.
Document and file the MRs within the project books along with all other project emails and documentation to keep an accurate record of the project history.
Maintain work group server databases and project directory folders to enable select viewing during project design and construction and broad viewing after project construction has been completed.
Perform routine maintenance on materials database, compressing and updating as needed for greater efficiency and accuracy.
Assist in the resolution of issues related to material procurement and delivery, such as follow-ups on general shop materials or specific items
Manage and track material orders, including reviewing ship notices, following up on delayed or missing shipments, and coordinating with suppliers and internal teams
Review and implement updates to standard operating procedures and technical specifications related to material ordering
Create, update, and store standard material assemblies lists in the Access master database program for efficiencies in material ordering.
Review standard design drawings, comparing revision dates with latest Access database information.
Review project documents, adjusting the Access master database and BES as needed to update any changes.
Create new BES catalog identification numbers (CAT IDs) and utilize the new CAT IDs in future material requests for material ordering efficiency.
Maintain and update two official sets of engineering standard books on assemblies for conductor, guying, counterpoise, poles/structures, and other hardware drawings.
Utilize ProjectWise to obtain drawings for review and comparison to update the Access master database assemblies and / or create new assemblies for material ordering efficiency.
Assist and guide other team members on material ordering coordination.
Provide ongoing training to Project Engineers (Both BPA and contractors) on the MR process
Schedule and coordinate organization's quarterly Materials Summit Meeting. Responsibilities include compiling presentation materials and making all required arrangements, including room reservations, technical needs such as LiveMeeting or videoconferencing reservations, and any additional requirements.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A degree in Business Management, Logistics Management, Engineering or a closely related technical field is preferred.
10 years of experience is required.
Experience must be consistent with the specific requirements of engineering operations and progressively technical in nature. Individual must be capable of applying a diversified knowledge of principles and practices in assigned technical areas.
Required Technical Skills & Experience (required on matrix)
Intermediate experience with MS Access or similar system; sufficient to develop and maintain project databases
Must possess broad knowledge of engineering operations policies and procedures involving material and equipment inventory and control
5+ years supply chain and/or logistics experience
Preferred Skills & Experience (optional on matrix)
Enterprise Business Systems like Asset Suite or similar system experience
ProjectWise or similar system experience
Demonstrated understanding of business and management principles involved in resource allocation, production methods, and coordination of people and resources.
Experience working with transmission line hardware and structural materials at voltages above 69-kV.
Familiarity with procurement and/or materials ordering systems

Valid U.S. Driver's License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.
User Type:
Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.
Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.
Hazards & Risks
Assignment requires occasional walking on uneven terrain and occasional site visits to construction sites or warehouses.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

Only Contracting Officers are authorized to obligate BPA funds.
Agency / Org Planning

Budget / Finance Prep
Only Federal Employees may determine budget priorities & allocations.
BFTE must control and finalize / approve all budgets and related documentation, including that for projects, programs and Organizations.
Contract Management
All Contractual documents, including invoices must be finalized / approved by appropriate Federal personnel.
All contract-related decisions (modifications, changes, performance) must be determined by appropriate federal personnel (COs).
Decision Making
CFTE may provide input and recommendations to decision-makers.
Only appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.
Direction & Control
(directing BFTE)
CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.
Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee.
Disposing Govt. Property
All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).
Dissemination of Agency/Policy Information / Training
All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).
HR Support
CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
All work products must be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

OVERVIEW
Assignment
This contract Engineering Support Specialist 3 - Engineering Operations Specialist assignment will provide engineering coordination support to engineers and technicians in the Transmission Engineering organization (TEL), primarily for Project Engineering (TELP), but also for the Line Maintenance Support (TELM), Structural Design (TELD), and Transmission Line Design (TELC) organizations within *** (BPA). This position will coordinate material ordering for capital and expense transmission line projects, as well as develop material by location lists, create/submit material requests (MRs) and maintain materials database
Organization
Project Engineering provides project engineering support, analysis, and expertise associated with the design and maintenance of BPA transmission lines and related projects, as well as some direct project management. Specific areas of responsibility include new transmission and fiber optic construction projects, line upgrades, maintenance support, customer service projects, modifications of existing line facilities, BPA's wireless program and direct support to its Planning and Maintenance functions.
