Full Job Description
Summary:

The Project Engineer owns the engineering design packages that take qualified sites through to permit-ready status across a large, fast-moving portfolio of EV charging, battery energy storage (BESS), and edge compute projects.

Reporting to the Engineering Manager, the Project Engineer generates and reviews conceptual-through-construction design packages, functionally leads Highland's external engineering partners, and serves as the technical authority on utility and Authority Having Jurisdiction (AHJ) requirements - carrying the 30%, Issued-for-Permit (IFP), and permit-application packages that bring each site to build-ready.

Responsibilities:

  • Generate project-specific conceptual and schematic design packages.
  • Review and approve project-specific conceptual, schematic, development, permit, and
    construction design packages.
  • Solicit and respond to project-specific design inquiries from customers, consultants, contractors,
    utilities, and permitting authorities.
  • Direct and quality-check the work of external engineering partners (e.g., NV5) to keep design
packages moving on an aggressive, portfolio-wide timeline.
  • Ensure adherence to engineering and design specifications and best practices.
  • Ensure adherence to Highland engineering package content and structure.
  • Interpret utility and AHJ technical requirements and ensure compliant designs.
  • Support development of a repository for utility and AHJ design requirements.
  • Support the evaluation and selection of contractor proposals.

Qualifications:

Required
  • Bachelor's degree in electrical engineering, or 8+ years of directly related professional
    experience.
  • 3-5+ years of experience in project-based design management (renewable energy, EV
charging infrastructure, or power grids desirable).
  • 2+ years of construction project design specification development and management.
  • 3+ years of managing third-party engineering consultants.
  • 3+ years of creating, editing, and commenting in CAD tools, with expertise in AutoCAD.
    Preferred
  • 1+ years of EV charging infrastructure project design experience.
  • Familiarity with project management and review software (Procore, Bluebeam).
