Description

Position Purpose and Objectives:

The Settlements Analyst responsibilities include accounting for transmission and wholesale energy purchases and sales made bilaterally and within an energy market; overseeing invoicing and payment for these transactions; performing account reconciliations and statement analysis related to these activities; analyzing daily market performance; and reporting these transactions to regulatory agencies.

Under general supervision of the Rates and Settlements Manager, manages Power Bilateral, Energy Imbalance Market (EIM), and Regional Transmission Organization (RTO) settlements, including confirmation, calculation, billing, invoicing, reconciliation of charges and payments, timely and accurate production of energy bills, invoice processing, SPP and bilateral settlements, reconciliation, meter data validation, reporting, audit support, and utilizing EIM and RTO Market software and meter data functionality. Further leads initiatives and projects in related areas.

Essential Functions and Responsibilities:
  • Completes daily, weekly, and monthly settlement activities for bilateral power, natural gas, transmission, balancing authority, EIM, RTO, and other energy market transactions.
  • Calculates, prepares, validates, reconciles, and processes invoices, payments, accounts receivable, accounts payable, general ledger entries, month-end estimates, and subsequent actual SPP settlements.
  • Collects, analyzes, and validates meter, market, pricing, contract, and transaction data; identifies discrepancies and coordinates corrective action with Metering, data providers, counterparties, and market operators.
  • Researches and resolves settlement discrepancies, billing disputes, charge questions, and data issues; documents conclusions and tracks matters through completion.
  • Interprets and applies contracts, tariffs, market protocols, charge types, settlement calendars, billing terms, and adjustment rules to ensure accurate accounting and billing.
  • Reviews utility tariffs and document-specific rules relating to adjustments of metered load prior to settlement, including but not limited to load profiles, loss factors, and unaccounted-for energy
  • Develops and maintains reconciliations, reports, dashboards, analytical tools, automated validation tests, and exception controls that identify settlement issues and support decision-making.
  • Maintains standardized counterparty checkout files, procedures, internal controls, supporting documentation, and audit records in accordance with organizational and regulatory requirements.
  • Prepares and supports required regulatory, financial, operational, and market reporting and responds to internal and external audit inquiries.
  • Analyzes market performance, settlement trends, contract terms, and financial impacts to identify risks, opportunities, and process improvements; serves as a primary liaison for assigned energy market activities, coordinating stakeholder communications and resolving market, settlement, and billing issues.
  • Monitors changes to market rules, standards, tariffs, and procedures and coordinates implementation of required process, system, control, and reporting changes.
  • Coordinates assigned projects and initiatives by managing deliverables, risks, dependencies, testing, documentation, and stakeholder communication.
  • Provides technical guidance, process support, training, and knowledge transfer to team members and stakeholders consistent with level and experience.

Level Progression:

Energy Settlements Analyst I
  • Performs routine to moderately complex settlement, reconciliation, billing, reporting, and data validation activities under regular supervision.
  • Applies established procedures, contract terms, tariff provisions, and market protocols to recurring transactions and issues.
  • Develops working knowledge of settlement systems, meter data, market structures, accounting processes, and internal controls.
  • Identifies discrepancies, researches routine issues, and escalates unusual, high-risk, or complex matters as appropriate.
  • Supports audit requests, process improvements, system testing, documentation, and assigned projects.

Energy Settlements Analyst II
  • Independently performs moderately complex to complex settlement, reconciliation, billing, reporting, analysis, and dispute-resolution activities.
  • Interprets and applies market protocols, tariffs, contracts, charge calculations, and accounting requirements with limited oversight.
  • Owns assigned settlement functions, counterparties, markets, projects, or specialized workstreams and ensures timely, accurate completion.
  • Identifies trends, root causes, control gaps, and process improvement opportunities and develops practical recommendations.
  • May coach Energy Settlements Analyst I employees and provide technical guidance to stakeholders.

Senior Energy Settlements Analyst
  • Independently leads complex or unusual settlement activities, cross-functional projects, market implementations, and improvement initiatives with broad financial or operational impact.
  • Serves as a subject matter expert for settlement processes, market protocols, charge types, controls, data flows, contracts, tariffs, and system functionality.
  • Evaluates complex financial, contractual, operational, compliance, and data issues and develops long-term solutions and strategic recommendations.
  • Leads quality assurance and control practices, testing, process design, documentation, training, and knowledge transfer for settlement and rates activities.
  • Provides technical leadership, mentors analysts, and represents the function in organizational and external initiatives without formal supervisory authority.

Minimum Qualifications:

A bachelor's degree in mathematics, accounting, finance, economics, engineering, data analytics, or a closely related field; or an equivalent combination of education, training, and relevant experience that provides the required knowledge and abilities.

Electric cooperative or electric utility experience preferred.

Energy Settlements Analyst I:

AND a minimum of one (1) year of relevant work experience that is consistent with the job classifications and progression. Experience working with energy trading, settlements, scheduling, operations, or back office preferred.

Energy Settlements Analyst II:

AND a minimum of three (3) years of relevant work experience that is consistent with the job classifications and progression. Demonstrated experience with energy settlements preferred.

Senior Settlements Analyst:

AND a minimum of seven (7) years of relevant work experience that is consistent with the job classifications and progression. Demonstrated experience with energy settlements.

Energy Settlements Analyst I
