DescriptionPosition Purpose and ObjectivesUnder the direction of the Standards and Quality Director, the Quality Control Specialist supports, implements, and monitors quality control practices for capital, maintenance, and member-driven projects. This position reviews and approves project designs to ensure they comply with approved standards, specifications, codes, constructability requirements, and organizational quality expectations before work advances to implementation.
The position works closely with Project Managers, Engineering, Operations, contractors, vendors, and other stakeholders to review and approve designs, coordinate and communicate project schedules, document quality-related issues, support corrective actions, maintain project quality records, and promote consistent project delivery standards throughout the project lifecycle.
Essential Job Functions:Project Quality Control and Design Review
- Reviews and approves project designs, drawings, documentation, and related project materials to verify compliance with approved standards, specifications, codes, applicable engineering specifications, and organizational quality expectations. Evaluates design completeness, accuracy, constructability, material requirements, and alignment with project scope before work advances to implementation.
- Identifies design deficiencies, non-conforming documentation, and potential risks that may affect safety, reliability, cost, schedule, or long-term asset performance.
- Coordinates with project teams, Engineering, Operations, contractors, and vendors to communicate review findings and support timely correction of quality-related issues.
- Supports project readiness reviews, design approval milestones, and acceptance reviews prior to project implementation or closeout.
Quality Documentation and Reporting
- Prepares and maintains design review records, approval documentation, deficiency logs, quality checklists, review notes, and other project quality documentation.
- Tracks design review results, corrective actions, revision status, and closure of quality-related issues.
- Provides regular updates to project leadership regarding quality trends, recurring issues, review progress, and unresolved design or documentation deficiencies.
- Maintains accurate records to support project closeout, audits, asset records, contractor performance reviews, and lessons learned.
- Supports development of quality metrics, dashboards, and summary reports for management review.
Standards, Compliance, and Quality Governance
- Reviews and approves project designs, drawings, project packages, and related documentation to verify compliance with company standards, specifications, quality procedures, and applicable regulatory requirements.
- Evaluates design completeness, constructability, material requirements, project details, and known field conditions to ensure designs are accurate, practical, and ready for execution.
- Communicates design review comments, required revisions, approvals, and quality expectations to Engineering, Project Managers, contractors, and other stakeholders in a timely and professional manner.
- Supports development, implementation, and improvement of project quality control standards, processes, forms, and review practices.
- Participates in quality audits, documentation reviews, and process evaluations to verify compliance and identify improvement opportunities.
- Helps ensure quality records are complete, organized, and available for internal review, project closeout, and future reference.
- Provides troubleshooting assistance to design contractors in the proper use of design software and applications.
- Works closely with the GIS staff to ensure that solutions and temporary work-arounds are communicated when issues are found in the software.
- Attends additional training and seminars for continued education as the design software subject matter expert (SME).
- Conducts individual or small group training sessions for internal and external staff.
- Serves as the SME for design, material, and construction unit standards for internal and external staff.
Deficiency Management and Corrective Action
- Documents quality deficiencies and non-conforming work in a clear, accurate, and timely manner.
- Works with Project Managers, contractors, and internal teams to determine appropriate corrective actions and verify completion.
- Tracks open quality issues through resolution and escalates recurring or significant concerns as needed.
- Identifies patterns in deficiencies and recommends process, training, or standards improvements to reduce rework and improve project quality.
Collaboration and Stakeholder Support
- Works closely with Project Managers, Engineering, Operations, and contractors to support quality expectations throughout project planning, design review, execution, and closeout.
- Participates in project status discussions, design review meetings, coordination meetings, and quality reviews as needed.
- Helps coordinate and communicate project schedules, project timelines, design review milestones, approval status, and status updates to support alignment among project teams, contractors, and internal stakeholders.
- Provides guidance to project teams and contractors regarding quality control expectations, design review requirements, documentation procedures, and corrective action processes.
- Supports training and process improvement efforts related to design quality, review consistency, standards compliance, and project closeout.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
Additional Responsibilities
- Participates in continuous improvement initiatives related to quality control, design standards, review practices, deficiency tracking, and project delivery.
- Supports implementation and maintenance of systems used for design review documentation, quality reporting, project records, and project data collection.
- Performs other duties as assigned in support of organizational objectives, quality standards, and sound project management practices.
Required Knowledge, Skills and Abilities:- Knowledge of project quality control principles, design review practices, documentation standards, and project delivery processes.
- Ability to read, understand, and interpret project drawings, specifications, standards, work orders, contracts, and project documentation.
- Knowledge of utility infrastructure, design standards, materials, project requirements, and applicable codes or regulatory requirements.
- Ability to review designs, identify deficiencies, document findings, and verify corrective actions.
- Strong attention to detail and commitment to quality, consistency, accuracy, and complete documentation.
- Ability to communicate design review results, quality concerns, and corrective action expectations clearly and professionally.

- Proficiency with Microsoft Office applications, project management systems, design review documentation tools, and project data platforms.
- Ability to work independently while maintaining effective coordination with project teams and management.
Required Education, Training and Experience:- A bachelor's degree plus two (2) years of experience in electric distribution design, cost estimating, materials and construction units. Equivalency of an HS diploma or GED with six (6) years plus experience in electric distribution design, cost estimating, materials/units, and construction standards will be considered.
- Experience with National Electrical Safety Code (NESC) and Rural Utility Service (RUS) construction units, procedures, and specifications.
Preferred Experience:Experience with industry construction standards is strongly preferred.
Supervision Received and Exercised:Under general supervision of the Standards and Quality Director. No direct supervisory duties.
Problem Solving: Provides solutions to a variety of project quality, design review, documentation, and coordination problems of minimal to moderate scope and complexity. Solutions are practical, thorough, timely, and consistent with organizational standards and project objectives.
Discretion/Latitude: Decisions are made within guidelines provided by management, approved project documentation, company standards, review requirements, and established quality control procedures. The position has the ability to review and approve designs, document findings, recommend corrective actions, coordinate project scheduling information, and manage time effectively while supporting project schedules and quality expectations.
Impact: Contributes to completion of project milestones by helping ensure work is completed in accordance with standards, specifications, and quality expectations. Failure to identify or communicate quality deficiencies may result in rework, schedule delays, increased costs, safety concerns, reduced reliability, or the need for additional resources.
Liaison: - Frequently interacts with Project Managers, Engineering, Operations, Standards Committee, contractors, vendors, and other employees in person, by phone, and through email to discuss project quality, design review findings, procedures, standards, corrective actions, and project schedule coordination.
- May interact with members, vendors, consultants, agencies, or other external stakeholders regarding project conditions, design requirements, quality concerns, or project coordination needs
