Job Description

We have an opening for a Facility Manager to assist in the management of the Energetic Materials Development Enclave Campus (EMDEC) at Site 300. You will be responsible for managing a team of engineers, technicians, specialists, administrative staff, maintenance managers, and work planners. You will organize and manage a wide range of facility and programmatic functions, such as operations and maintenance, facility upgrades, and external outreach activities in support of diverse programmatic activities such as explosives development, experimentation, environmental and engineering testing of components, advanced manufacturing, and diagnostic development activities. This position is in the Facilities Operations and Support (FOS) Organization within the Strategic Deterrence Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will
  • Provide advanced technical leadership and oversight to a multi-disciplinary team in the day-to-day management of facility operations, including the implementation of conduct of operations, work planning and control, ES&H requirements, safety basis requirements, training requirements, internal and external assessment programs, hazardous waste operations, air permits, and other safety management programs.
  • Oversee a range of explosive activities, including new processes, ensuring operations fall within the approved safety basis envelope and are compliant with both the DOE Explosives Safety Standard and industry standards.
  • Oversee and deconflict complex scheduled activities and proposed changes to ensure they are in accordance with the change request process.
  • Manage resources by appropriately allocating and assigning operators and support personnel to ensure the safe and efficient execution of facility and programmatic activities.
  • Establish and maintain overall responsibility of the maintenance and outage schedules for facilities while balancing priorities, budget and personnel resources, and facility availability in support of program work.
  • Implement continuous improvement processes in both the safety and efficiency of activities using assessments, direct oversight, performance metrics and other tools.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.5 level
  • Contribute to the validation and conceptual plans for new ideas, modify approaches, and/or redefine facility requirements and interactions across S300 explosives facilities that impact organizational operations or direction to achieve long term goals and objectives.
  • Lead various aspects of highly complex facility projects, including conceptual design, siting, estimates, construction, and project acceptance.
  • Develop and maintain positive relationships with key stakeholders, serve as a subject matter expert, provide advice, and influence strategic technical decisions.


Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Explosive Engineering, Mechanical Engineering, Chemistry, Electronics Engineering, or the equivalent combination of education and relevant experience leading the application of creative and innovate solutions.
  • Significant experience overseeing complex hazardous operations including work planning in high explosives or other high-hazard facilities.
  • Significant experience with supervision and resource management as necessary to manage a multidisciplinary team at both the professional and technical level.
  • Significant experience writing workflows, work-procedures, conducting assessments to provide recommendations to management, and experience participating in critiques and investigation to provide corrective actions following off normal occurrences.
  • Expert verbal and written communication, technical, leadership, interpersonal and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders and oversee a wide variety of programmatic activities.
  • Experience creating complex project plans and developing solutions related to state-of-the-art research and development facilities or high hazard operations.
  • Experience with risk assessment techniques such as Failure Modes Effects Analysis, Layers of Protection Analysis, What-if Analysis, or similar industry related risk assessment tools to stand up new operations.
  • Significant experience working with and handling high-hazard materials in a research capacity (i.e., high explosives, etc.).

Additional qualifications at the TSL.5 level
  • Extensive experience implementing new ideas and approaches that impact organizational operations or direction.
  • Extensive experience providing solutions to highly complex issues/problems where a high degree of ambiguity exists around techniques and approaches.
  • Knowledge of NNSA Design Agency management and structure, including supervision, budget, policies, and processes.

Qualifications We Desire
  • Certified LLNL Explosives Handler or equivalent training for handling and testing explosives.
  • Knowledge of the LLNL Explosives enterprise, including serving on the Explosives Safety Committee (or subcommittee), and HE Handler Training Program.
  • Understanding of the regulatory framework around Process Safety Management and air permits as they apply to Site 300.
  • Requires an understanding of Laboratory mission and business trends. Requires an understanding of Laboratory, corporate, Department of Energy (DOE), and/or customer/sponsor requirements.

Pay Range

$200,760 - $305,544 Annually

$200,760 - $254,544 Annually for the TSL.4 level

$240,960 - $305,544 Annually for the TSL.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
