DESCRIPTION
The EMS Section Administrative Captain recruitment is an Orange County Fire Authority (OCFA) internal recruitment. Only applications from current OCFA Fire Captains (non-probationary status as of the recruitment closing date, July 16, 2026) will be accepted. This Recruitment will be used for an upcoming vacancy and to create an internal candidate pool list for possible future vacancies in the EMS Section.

The position requires a two-year commitment. EMS Section Administrative Captains are eligible for either a 9/80 or 4/10 work schedule, at the discretion of the respective Battalion Chief or Assistant Chief.

ADDITIONAL PAY:
The EMS Section Administrative Captain is eligible for 7.5% Staff Assignment Pay (SAP) and Staff Incentive Pay (SIP) of 10% (captains receiving paramedic pay, may continue receiving the paramedic pay in lieu of the 10% SIP). Please refer to the , page 105 for additional information.

ESSENTIAL FUNCTIONS
General duties and responsibilities include, but are not limited to the following:
  • Conduct analysis of various data elements for the purpose of quality improvement and/or assurance
  • Develop, revise, and forward various written communications both internally and externally
  • Respond to large scale incidents requiring staffing of various components of the Medical Group and/or Rehab Group
  • Engage in pre-incident planning activities to ensure proper resources, personnel, and equipment are allocated to events that have the potential for significant EMS involvement
  • Other duties as required

POSITION SPECIFIC RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Positions assigned to Paramedic Training:
  • EMS Liaison with the local and out of county paramedic schools; Assist with placements into each program, progress throughout and internship placements for both internal and external candidates
  • Planning, organizing, coordinating and evaluating of specific activities within the EMS Section (Ex. Paramedic School testing, PM Accreditation Academies, FF Recruit Academies, RFF Academies)
  • Supervise and coordinate the development and delivery of the training curriculum delivered by the EMS Department

Positions assigned to Quality Improvement:
  • Provide oversight of the OCFA EMS Quality Management Division.
  • Monitor, review, evaluate, and improve the delivery of pre-hospital care in OCFA's jurisdictional boundaries through Quality Improvement (system monitoring and improvement) and Quality Assurance (chart review).

EMS Section Administrative Captains have the opportunity to participate in the following programs:
  • Department Safety Officer and participate in the on-call program

MINIMUM QUALIFICATIONS

  • Instructor 1A and 1B or equivalent
  • OCFA accredited Paramedic in good standing

HIGHLY DESIRED QUALIFICATIONS:
  • Strong interpersonal skills with the ability to work closely with others
  • Strong knowledge of the OCMEDS system, OCEMS policies and OCFA SOP's
  • Strong written communication and computer skills
