Contact:THE POSITIONThe Administrator provides executive oversight for a workforce of more than 400 full-time employees through multiple levels of management and is responsible for planning, organizing, directing, and evaluating the delivery of a broad portfolio of federally, state, and locally funded public assistance programs, including CalWORKs, CalFresh, Medi-Cal, General Assistance, employment services, housing assistance, and other supportive service programs. The position ensures compliance with complex federal and state laws, regulations, and performance standards while advancing continuous improvement, operational excellence, and equitable service delivery.
As a key member of the Division's executive leadership team, the Administrator provides leadership, mentorship, and accountability to managers, supervisors, and professional staff. The position develops organizational strategies to improve program performance, workforce effectiveness, customer service, and operational efficiency through data-driven decision making, performance management, and implementation of corrective action plans.
The Administrator directs and oversees critical administrative functions that support Division operations, including workforce planning and recruitment, staff development and training, quality assurance and quality control, policy development and implementation, CalSAWS operations, contracts and vendor oversight, reporting, clerical support services, fiscal management, and operational compliance. The position assists in developing and administering divisional budgets, monitors expenditures, ensures compliance with federal, state, and local funding requirements, and develops budget justifications for staffing, technology, and program enhancements.
This position serves as the Division's representative with executive leadership, the Board of Supervisors, County departments, labor organizations, community-based organizations, state agencies, and other governmental partners. The Administrator prepares and delivers complex policy recommendations, operational analyses, budget presentations, and strategic reports while fostering collaborative partnerships that strengthen service delivery and improve outcomes for vulnerable populations.
The Administrator evaluates organizational performance using quantitative and qualitative data, identifies emerging trends and service gaps, develops strategic and operational plans, and leads organizational change initiatives designed to improve efficiency, compliance, and customer outcomes. The position exercises significant independent judgment in interpreting legislation, developing policies and procedures, resolving complex operational issues, managing personnel matters, and ensuring the Division's programs are administered in accordance with applicable federal, state, and local laws and regulations.
Successful performance in this position requires extensive knowledge of public assistance program administration, governmental budgeting and fiscal management, organizational leadership, labor and personnel management, strategic planning, performance measurement, policy development, and continuous quality improvement. The position demands exceptional analytical, communication, and relationship-building skills, along with the ability to lead large, complex organizations through changing regulatory environments while maintaining a strong commitment to customer service, employee development, fiscal stewardship, and operational excellence.
POSITION REQUIREMENTSEDUCATION AND EXPERIENCE REQUIREMENTSExperience: Five (5) years of progressively responsible experience in the delivery of community Social Services, or closely related experience, that includes at least two (2) years of direct program management and supervision of professional staff coupled with experience in public administration including budget preparation, contract administration, project management and program planning and evaluation; AND
Education: A bachelor's degree is required from an accredited college or university preferably with a major in Social Work, Business or Public Administration or a related field. A master's degree in social work, Business or Public Administration or a closely related field is preferred.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS: - Applicants may be required to possess a valid California Driver's License, Class C

Describe your experience planning, organizing, directing, and managing a large, comprehensive social services program. In your response, describe the length of your experience in direct program management and supervising professional, supervisory, and management staff.
