Job Title: Emerging Technology Specialist

Location: Rockville, MD (Onsite)

Project Overview:

This effort supports a Federal Government program management office responsible for strengthening software asset management, vendor management, technology governance, licensing strategy, and investment decision-making across a diverse portfolio of commercial software products.

The scope extends beyond traditional software asset management. It requires a strategic advisor who can help the Government evaluate software technology capabilities, licensing models, enterprise agreements, utilization trends, vendor roadmaps, architectural implications, and modernization opportunities. Support includes market research, technology evaluation, licensing and entitlement analysis, product adoption recommendations, investment planning, executive briefings, and working sessions that help Government customers make informed, mission-aligned technology decisions.

The contractor team will synthesize operational, financial, contractual, and technical information; brief senior Government leadership; identify risks, trends, and opportunities; and provide actionable recommendations that improve efficiency, accountability, portfolio visibility, and mission alignment.

Position Overview:
  • Serve as a strategic advisor to a Federal Government program office on emerging technologies, enterprise platforms, licensing models, and technology adoption opportunities.
  • Recommend opportunities to rationalize, consolidate, modernize, retire, or optimize technologies, platforms, software licenses, and related investments to improve portfolio performance and reduce duplication.
  • Conduct market research and alternatives analysis to support adoption strategies that align with enterprise architecture, investment priorities, security considerations, and mission outcomes.
  • Advise Government customers on licensing strategies, enterprise agreements, entitlement optimization, and approaches to maximize value while reducing risk and unnecessary spend.
  • Facilitate training, workshops, demonstrations, executive briefings, and customer working sessions that explain technology options, clarify benefits and risks, and support informed decision-making.

Key Responsibilities:

The Emerging Technology Specialist must bring practical knowledge of enterprise technology platforms, emerging technologies, licensing models, deployment architectures, and contract structures associated with major software ecosystems such as Microsoft 365, ServiceNow, Salesforce, Atlassian, analytics solutions, cloud services, and other commercial technology offerings. The candidate should understand how emerging technologies are identified, evaluated, analyzed, licensed, secured, governed, integrated, adopted, measured, and scaled in large organizations. The role requires the ability to apply market analysis, software asset management, total cost of ownership analysis, vendor roadmap assessment, enterprise architecture considerations, and Federal security and compliance requirements, including FedRAMP authorization status where applicable. The Emerging Technology Specialist will:
  • Serve as a senior advisor for vendor management and emerging technology support activities, providing direction across acquisition support, contract analysis, license optimization, reporting, data analytics, workflow improvement, and operational coordination.
  • Identify, evaluate, and analyze emerging technologies and commercial products to determine maturity, enterprise readiness, technical fit, risks, costs, licensing implications, security considerations, and adoption requirements.
  • Conduct structured analysis of market trends, vendor roadmaps, product capabilities, interoperability requirements, implementation constraints, and enterprise architecture impacts to support technology investment and adoption decisions.
  • Evaluate software and hardware license utilization, vendor obligations, usage data, and technology inventories to identify cost savings, compliance risks, underused assets, and opportunities for consolidation or optimization.
  • Advise the Government on innovative licensing strategies, enterprise agreements, entitlement management, product rationalization, and approaches that improve value, flexibility, compliance, and cost control.
  • Engage with technology vendors to clarify capabilities, licensing structures, product roadmaps, usage rights, pricing considerations, service commitments, and options for improved performance, accountability, and value.
  • Translate business, acquisition, technology, and vendor management needs into clear requirements, reports, briefings, decision-support materials, recommendations, and operational solutions.
  • Coordinate with program leadership, Government stakeholders, vendors, project management, and functional leads to manage priorities, resolve issues, monitor progress, and support timely completion of contract deliverables.
  • Develop and maintain technical documentation, issue papers, recommendations, briefing content, and other artifacts that support technology portfolio optimization, license management, vendor engagement, and senior leadership decision-making.
  • Facilitate meetings, briefings, training sessions, workshops, vendor discussions, and stakeholder engagements to advise customers on existing and emerging products, technologies, benefits, risks, and adoption considerations.

Required Qualifications:
  • Bachelor's degree in computer science, information systems, or engineering.
  • 10+ years of relevant experience serving as a technical lead, senior advisor, or strategic consultant in a Federal Government environment, supporting emerging technology evaluation, software asset management, vendor management, acquisition support, contract administration, or IT portfolio management.
  • Experience with major enterprise technology platforms, emerging technologies, and commercial software ecosystems such as Microsoft, Salesforce, ServiceNow, and Atlassian, with an understanding of platform capabilities, licensing considerations, usage patterns, adoption risks, and vendor management implications.
  • Demonstrated ability to analyze emerging technologies, assess market trends and vendor roadmaps, compare product capabilities and licensing models, evaluate enterprise architecture and security implications, and translate findings into actionable recommendations for Government stakeholders.
  • Working knowledge of vendor management, contract support, procurement/acquisition workflows, service performance tracking, license utilization, issue/risk management, and related reporting requirements.
  • Strong ability to analyze data, prepare reports, develop metrics, create decision-support materials, and communicate findings to technical, business, acquisition, and executive stakeholders.
  • Experience developing SOPs, process maps, requirements documentation, meeting materials, status reports, technical recommendations, and executive-level briefings.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint; ability to learn and support customer-specific systems and repositories.
  • Strong written and verbal communication skills, including the ability to facilitate meetings, brief leadership, and coordinate across multiple stakeholder groups.
  • Demonstrated ability to work independently on-site, manage competing priorities, and deliver accurate, high-quality work in a deadline-driven environment.
  • Active Public Trust clearance or eligibility to obtain a suitability determination.

Preferred Qualifications:
  • Project Management Professional (PMP), CISSP, cloud-related certification, software asset management certification, or other relevant technical or management certification.
  • Experience performing emerging technology assessments, market scans, product comparisons, technology maturity evaluations, pilot recommendations, adoption roadmaps, or investment analyses for large enterprise or Government environments.
  • Experience supporting a Federal Government program management office, preferably within a Federal Civilian Agency environment.
  • Deep experience with Salesforce and ServiceNow.
  • Experience with data visualization, dashboards, workflow automation, or reporting tools such as Power BI, Excel advanced analytics, SharePoint lists, Power Automate, or similar platforms.
  • Familiarity with federal acquisition regulations, Government acquisition practices, contract documentation, procurement support processes, and vendor performance management.
