WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City's Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

Reporting to the Emergency Program Coordinator, the Emergency Management Community Liaison engages and liaises with Victoria residents, businesses, community organizations, visitors, and city staff on behalf of the Fire Department in relation to all hazards. The role is responsible for the development and delivery of emergency preparedness education and training as well as providing administrative services to the Emergency Management Division. The position supports the City's goal of every resident, business, visitor and employee being prepared for emergencies that may impact the City of Victoria.

KEY DUTIES

Community Education and Engagement:
  • Coordinate, present, and administer customized Emergency Management education to community stakeholders in support of City of Victoria Emergency Management public education initiatives.
  • Liaise with other municipal departments, outside governmental and non-governmental agencies, and other community stakeholders to develop, deliver, organize, and present emergency preparedness education information.
  • Develop public education messaging and materials, in collaboration with the Communications and Engagement Department, for the Emergency Management website and social media platforms.
  • Respond to routine inquiries from staff, other city departments, outside agencies, and the public on emergency management issues; refer to appropriate City staff for further assistance when required.
  • Issue Public Emergency Notifications via Vic Alert, as directed.


Emergency Management Administration Support:
  • Maintain an inventory of emergency management supplies and educational materials.
  • Update and maintain the Emergency Management Division's electronic filing system including documentation, volunteer records, and metrics related to emergency management events.
  • Participate in operational roles as required in the Emergency Operations Centre (EOC).
  • Prepare correspondence, production materials, transcription and distribution of meeting minutes, and other administrative duties, as required.
  • Assist in the coordination of training for Emergency Management division personnel by making travel arrangements arranging facilities and training materials, completing expense claims, and monitoring and reconciling expenditures.
  • Support operational readiness of division equipment and resources.
  • Scheduling and assigning the responsibilities of volunteers as required.

Qualifications

Formal Education, Training and Occupational Certification:
  • Completion of a certificate program in a field directly related to Emergency Management, Public Education or Communications. (1 year).
  • Required to obtain vulnerable sector criminal record clearance.


Experience:
  • A minimum of 2 years experience in emergency management engagement, office administration services or related work, including:
    • Developing and delivering presentations, including public speaking
    • Working with vulnerable members of the public.


Or an equivalent combination of education, work or volunteer experience.

Other:
  • May be requested to substitute in a more senior position.
