Position Summary:

Directly reporting to our Executive Vice President and Chief Operating Officer, the role of the Executive Director of Government Relations is to strategically guide and influence public policy, legislation, and regulatory matters that impact the organization. This key position involves developing and executing strategies to engage with government officials, policymakers, and advocacy groups to enhance Elliot Health System’s profile. The Executive Director is responsible for ensuring that the organization's voice is heard, and its goals, priorities, accomplishments and challenges are known in policymaking arenas through building coalitions and fostering positive relationships with government officials and other stakeholders


Primary Duties and Responsibilities:

  • Works with the Elliot Health System Senior Leadership Team to identify priorities and develop and implement a comprehensive government relations strategy. 
  • Regularly scans internal and external environment and proactively monitors and identifies policy issues and opportunities that would impact the system’s profile, reputation, and strategic objectives.  
  • Enhances Elliot Health System’s profile among elected and administrative officials by regularly engaging and maintaining positive relationships with elected officials at the state, county, and municipal levels and representation on committees, taskforces and initiatives that align with system priorities.
  • Organize and participate in meetings, hearings, and events with government representatives and related.
  • Manages Elliot Health System’s Chamber memberships, ensures active participations and facilitates information sharing between the Chambers and Elliot Health System leaders.
  • Enhances Elliot Health System’s profile among community stakeholders by regularly engaging in chamber events and reinforcing Elliot Health System’s role as a community leader and trusted partner. 
  • Develops and manages relationships with industry coalitions, trade associations, and advocacy groups. 
  • Educates internal audiences on legislative issues at the federal, state, county, and municipal level. 
  • Facilitates discussions on related policy topics. 
  • Develops a range of high-quality written materials, including policy reports and organizational comments and statements for the record responding to county, state, and federal policy issues. 
  • Helps develop and maintain an advocacy network. 
  • Provides strategic counsel to the senior leadership team on public policy and governmental matters. 
  • Ensure compliance with all lobbying laws and regulations. 
  • Maintains confidentiality and professionalism and represents Elliot Health System positively in all interactions. 

Position Qualifications:

Education: Bachelor's Degree in political science, public relations, communications, or a related field required. Advanced degree in public policy, law, government, or a related field preferred.

Experience:Minimum of 10 years of experience in government relations or public, public policy, or advocacy. Proven track record of successful legislative and regulatory advocacy. Strong network of contacts within the government and industry required. Knowledge and experience of government relations in the healthcare space preferred.

Knowledge: In-depth understanding and knowledge of the legislative and regulatory process in the State of New Hampshire.

Work Shift:

Monday - Friday 8:00AM to 5:00PM
