Position Overview:

The Department of Healthcare and Family Services, Division of Medical Programs, Bureau of Technical Support is seeking to hire a motivated, results-driven and qualified individual to monitor the Medicaid Eligibility programs for data quality and functionality. We are looking for someone with excellent communication abilities, problem-solving skills, and a collaborative mindset to support our eligibility team efficiently. This position will also conduct analysis and testing to identify system issues and request program logic changes and to make updates to reduce discrepancies between the Integrated Eligibility System (IES), the Medical Medicaid Information System (MMIS) and the Enterprise Data Warehouse (EDW).

The ideal candidate will have extensive hands-on experience in working with Medicaid eligibility systems as well as maintaining accurate documentation. A strong understanding of running reports and testing is essential for success in this role. This role will also spend a lot of time developing and maintaining of Project Initialization Requests (PIR), Project Resolution Requests (PRR), and Change Requests (CR) for their section.

The HFS Office of the Inspector General investigates, audits and reviews program activity to ensure the integrity of our programs is maintained.

Essential Functions

  • Under direction, independently conducts complex duties in the monitoring and analysis of the Medical Eligibility Update Programs
  • Independently conducts complex duties in the monitoring and analysis of the Medicaid Eligibility Programs and policies
  • Reviews analyzes, and updates bulletins, notices, proposed/affected Federal regulations, system design
    documents and procedure manuals
  • Designs and develops specialized computer reports to initiate system procedural changes
  • Confers with agency operating staff and managers
  • Initiates and designs data collection techniques to assist management
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
  • Requires three (3) years of progressively responsible professional experience in management operation analysis


Preferred Qualifications

  • Minimum of two (2) years of experience working with eligibility policy, eligibility procedures and related codes
  • Minimum of two (2) years of experience accessing and manipulating electronic eligibility systems and analytical skills
  • Minimum of two (2) years of experience working with electronic data processing operations and the way they are utilized in operations analysis
  • Minimum of two (2) years of experience working with the application and conduct of management studies
  • Minimum of two (2) years of experience working with the subject matter of the problem area
  • Minimum of two (2) years of experience analyzing and interpreting Medicaid Eligibility policies, regulations and laws
  • Minimum of two (2) years of experience working with relational databases, systems interfaces, data exchanges and file layouts
