Job Description

Turner & Townsend are seeking an experienced Electrical Senior Cost Manager and/or Quantity Surveyor to act as the primary day-to-day client interface on a large-scale, technically complex construction program in the Midwest. This role is responsible for delivering high-quality electrical cost management services across the full project lifecycle, ensuring cost certainty, effective change control, and value optimization.

The position operates within a collaborative, multinational project environment and requires strong communication skills, commercial judgment, and deep electrical trade expertise. You will play a key role in embedding Turner & Townsend's values while supporting successful project delivery.

Responsibilities:
  • Act as the lead cost management interface for electrical construction scopes, including major trade packages and critical systems.
  • Develop, manage, and present electrical cost plans, estimates, and forecasts throughout design, early works, and major construction phases.
  • Estimate, review, and negotiate electrical change orders and variations during the construction lifecycle.
  • Review and reconcile electrical contractor and subcontractor pricing to ensure accuracy and commercial alignment.
  • Participate with the design services team and general contractor in the development, validation, and reconciliation of detailed electrical cost estimates.
  • Coordinate all sources of electrical cost information, including subcontractor pricing, supplier inputs, long-lead equipment costs, and design quantities.
  • Prepare written commentary on electrical contractor submissions, including executive-level cost summaries.
  • Inform and influence engineering and design priorities based on electrical cost impact, constructability, and value considerations.
  • Manage electrical cost checks, valuations, contingency management, commitment tracking, and risk allowances.
  • Lead or support value engineering and cost optimization exercises related to electrical systems and installations.
  • Participate in post-contract cost variance analysis and formal change control processes.
  • Produce accurate monthly electrical cost reports and funding data presentations for client review.
  • Ensure final electrical accounts are negotiated, agreed, and closed in a timely and compliant manner.
  • Maintain robust electrical cost benchmarking, auditing, and validation records.
  • Utilize internal systems to track margins, fee forecasts, and financial performance.
  • Implement and maintain Turner & Townsend business management systems and delivery methodologies.
  • Identify, coach, and mentor team members, contributing to a high-performing and collaborative team environment.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Project / Program Environment:
  • Large-scale, multi-year capital construction program with significant electrical scope and technical complexity.
  • High expectations for cost certainty, change management, and coordination across multiple critical electrical trades.
  • International stakeholder environment requiring disciplined communication and commercial management.


Qualifications

  • Bachelor's degree in Construction Management, Quantity Surveying, Electrical Engineering, Cost Management, or a related construction discipline.
  • Minimum 7+ years of relevant experience in a cost management or quantity surveying role with a strong focus on electrical construction.
  • Proven experience leading electrical cost management on mission-critical or technically complex construction projects.
  • Demonstrated deep trade and package-level expertise across major electrical systems and subcontract scopes.
  • Prior experience within a construction consultancy environment is strongly preferred.
  • Strong understanding of procurement routes, electrical cost planning, value management, and value engineering.
  • Professional working proficiency in Korean and English is required, as the role involves direct communication with Korean-speaking stakeholders and project documentation.
  • Excellent written and verbal communication skills with confidence operating in senior client-facing environments.
  • RICS accreditation or progress toward chartership is preferred.

The base salary range for this role is $135K-$165K USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
