About the Position
Under general supervision of the Maintenance Manager, the Electrical Maintenance Supervisor is part of the District's Operations and Maintenance (O&M) division and is responsible for supervising the District's electrical and HVAC maintenance programs using Reliability Centered Maintenance (RCM) principles and supervising a team of skilled electricians and HVAC technicians that maintain the electrical and HVAC components of District facilities at the treatment plant and within the collection system. This position is a key member of the District's Maintenance team and coordinates electrical maintenance activities with other cross-functional groups to ensure the District can fulfill the District's mission, vision, and values.

The person in this role is expected to remain up to date and current on new developments in the electrical and instrumentation aspects of wastewater processing and treatment and contribute that knowledge during planned infrastructure projects as well as during day-to-day operations. This position will collaborate with stakeholders and cross-functional teams to meet standards and guidelines, have a growth mindset to a multi-faceted and mission-driven operation while having a focus on maintaining a positive work culture.

Duties

The successful Electrical Maintenance Supervisor has the following qualities:

Duties

40% - Supervision of Workgroup Activities
  • Plan, schedule, coordinate and supervise maintenance activities conducted by the electrical and HVAC maintenance workgroup. This includes the following:
    1. Utilize the District's computerized maintenance management system (CMMS) as part of these activities.
    2. Manage backlog and develop weekly work schedules for staff utilizing the CMMS scheduling module.
    3. Ensure work is executed according to the job plan.
    4. Communicate and coordinate daily with Operations, Reliability Process and other O&M groups on the status of work and needed outages.
    5. Relay problems and changes to the daily schedule.
    6. Assign craftspeople to specific jobs on daily schedule.
    7. Ensure high levels of worker productivity.
    8. Verify work orders are completed as scheduled.
    9. Provide primary input to establish maintenance philosophy for new equipment.
    10. Take ownership of existing preventative maintenance and benchmark work orders.
  • Institute Reliability Centered Maintenance (RCM) and Maintenance Excellence concepts as appropriate to improve the overall efficiency of the electrical and HVAC maintenance workgroups.
  • Develop and coordinate maintenance projects and services with outside contractors and vendors.
  • Assist with conducting condition assessments of the District's electrical and HVAC assets.
  • Review electrical drawings for new equipment and assist with writing equipment specifications for electrical equipment and systems.
  • Ensure that electrical as-built drawings, O&M manuals, equipment maintenance records, and safety related documentation are up to date.
  • Participate in budget preparation and administration, and monitor and control expenditures.
  • Prepare annual Electrical and HVAC Maintenance budget requests and conduct necessary procurement related activities.

25% - Supervision of Direct Reports
  • Promote and maintain a safe work environment by ensuring that all workgroup members are aware of and follow applicable District policies and procedures related to worker safety.
  • Conduct performance reviews of workgroup members on an annual basis, appraising performance and addressing areas of need. Provide partnership coaching and disciplinary action in a professional and timely manner.
  • Maintain and upgrade skill level of workgroup members by ensuring they all receive necessary training in technical, safety and other relevant areas. Ensure that electrical staff keep current on their required training to maintain their licenses.
  • Participate in the hiring of new individuals into the electrical and HVAC maintenance workgroup.
  • Act as a resource and mentor to the team.

25% - Collaboration of Cross-Functional Teams
  • Attend all weekly planning and scheduling meetings and be prepared to review each area of responsibility's backlog, PM's, requests, etc., with other Supervisors, Planners, Purchasing, and Operations.
  • Attend all monthly project planning meetings and be prepared to review projects and work group responsibilities within each project.
  • Coordinate activities with and provide technical advice to other O&M workgroups when necessary and respond to their need for electrical or HVAC assistance.
  • Work with Engineering on an as needed basis, up to daily, to respond to their need for electrical or HVAC assistance on infrastructure projects.
  • Work directly with the electrical planner and provide technical advice to assist them with creating job plans for electrical and HVAC work orders.
  • Serve as a technical expert and provide comments on plans and specifications for treatment plant additions, pumping station modifications, and new pumping stations.
  • Provide input to the Communications, Enterprise Services and Human Resources teams and attend meetings as needed.

5% - Professional Development and Continuous Improvement
  • Stay up to date on electrical codes and new technology in the electrical area through continuing education.
  • Model a growth mindset by seeking and acting on feedback and prioritizing time for learning.
  • Promote continuous improvement culture by empowering staff to identify efficiency opportunities, advancing and implementing process enhancements.
  • Support professional development of workgroup staff by identifying and promoting training and growth opportunities.

5% - Other Duties as Assigned
  • Advise and provide the Maintenance Manager with recommendations for equipment changes and upgrades.
    1. Conduct activities to support the District's apprenticeship program, including serving on the Joint Apprenticeship Training Committee (JATC), providing oversight and review of electrical and HVAC apprentices, and other similar activities.
  • Perform the O&M Supervisor On-Call duties on a rotating basis.
  • Respond to emergency situations at the treatment plant and pumping stations.
  • Build and maintain positive relationships with internal and external stakeholders through clear communication, collaboration, and responsive engagement.
  • Perform related work as required.
  • Complete any and all district required trainings.


Requirements

Required:
  • Registered and current Journeyman Electrical Certification with the State of Wisconsin or certification from another state.
  • Extensive (5+ years) experience as a journey-level electrician.
  • Experience leading the work of others.
  • Experience utilizing a CMMS or Enterprise Asset Management (EAM) system to process work orders.
Preferred:
  • Registered master electrician with the State of Wisconsin or comparable.
  • Reliability Centered Maintenance Management Certification. Candidates without the certificate will be required to achieve it within 24 months.
  • Experience working for public utility, wastewater treatment facility, or other industrial environment.
  • Experience formally supervising team of electrical staff.

Physical Demands & Work Environment
Work is primarily performed in a standard office environment with occasional time in the field or plant setting. Must be able to safely use computer equipment for extended periods of time. Position requires sufficient hand, arm and finger dexterity to operate computer keyboard or other office equipment, as well as visual acuity to read and write words and numbers. Requires speaking and hearing ability sufficient to communicate in person or over the phone. The noise level varies from quiet to loud.

Work may occasionally require exposure to hazardous conditions and noxious chemicals. Work may also occasionally require performance of tasks outdoors under varying climate conditions, at elevated levels or confined areas. Must be able to handle hazardous materials safely and tolerate exposure to electrical and other environmental hazards. Must be approved to wear and use a respirator and SCBA and other required PPE. Additional requirements may be specified depending on needs of department.

This position may be eligible for remote work consistent with the District's remote work policy.

Wisconsin Retirement System: The District is covered under the Wisconsin Retirement System (WRS). The District and all employees will pay toward the WRS an amount determined annually by the State of Wisconsin. There is a 5 year vesting schedule for the District's portion.

457 Deferred Compensation and Roth IRA Plan: The District offers a voluntary tax deferred retirement plan through ICMA Retirement Corporation. An after-tax Roth IRA is also offered.
