King County Metro seeks an expert race equity practitioner to serve as the
Equity, Inclusion, and Belonging (EIB) Manager III. This position will ensure Equity and Social Justice (ESJ) initiatives within the Metro department are aligned and integrated with King County's pro-equity and anti-racism goals and approaches.
Metro's EIB team works to deliver on a long-standing vision to become a racially just department. EIB is committed to improving the lives of the workforce by systemically developing and retaining a more racially just workforce and operationalizing belonging at all levels of Metro: leadership, management, and staff.

This role will continue to refine and deepen the strategic direction of the existing EIB portfolio of pro-equity tactics and outcomes by continuing to develop internal coalitions of practitioners and organizers committed to race equity. As the leader of the EIB team, you will actively work to build the capacity leaders, employees, and partners to create the conditions for a healthy and thriving workforce free of oppression.
This recruitment will be used to fill One (1) Special Duty Assignment (SDA)
EIB Manager III. This SDA is open to current King County Metro employees who have completed the probationary period in their current position. The SDA is anticipated to last nine months with a possibility of extension.
Job Duties Applying principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
As the
EIB Manager III, you will:
- Develop trusted and durable relationships with Metro leaders, teams, employees and partners.
- Supervise, support, and develop the members of the EIB team.
- Assess the effectiveness of institutional equity goals and advise Metro leadership on identifying the right outcomes.
- Deliver high- quality and timely support to leaders and employees experiencing racialized and gendered harm.
- Communicate new/updated programs, policies, and processes to department leadership and employees.
- Work with leaders to deliver race equity workshops that will enhance facilitation.
- Ensure work units and teams are informed and empowered to make thoughtful and strategic decisions that support the department's ESJ goals.
- Provide consultation, coaching, and support for employees and leaders to be innovative and adaptive in providing racially equitable programs and/or services.
- Facilitate and hold space with leadership and workgroup at Metro to advance racial and gender equity.
- Provide direct support to Metro's Employee Resource Groups (ERGs), Equity Champions, and other emerging employee-led efforts.
- Establish internal coalitions across and within divisions with Metro partners such as Organizational Health, EEO, Labor, and Human Resources to advance enterprise-wide goals.
- Partner with department leadership, OESJ and human resources to drive ESJ action plans throughout the department.
- Collaborate with internal and external partners to cultivate a culture that prioritizes racially just outcomes.
- Develop and monitor budget to appropriately allocate resources.
Experience, Qualifications, Knowledge, Skills We are looking for candidates who meet the Minimum Qualifications and Skills:- Possession of a high level of self-awareness, emotional intelligence, and an ongoing engagement to self- exploration related to race, power, and privilege, including performing a power analysis.
- Strong critical thinking skills with the ability to analyze power, identify manifestations of racism and oppression, and support leadership growth areas.
- Imagination and demonstrated creativity to develop and support new processes that complement more equitable outputs and outcomes.
- Demonstrated experience dismantling institutionalized racist practices in a community, business, government, or political setting.
- Skill in communicating effectively with employees to inspire culture change regarding communities who have historically been harmed, neglected, or excluded.
- Experience engaging and involving historically marginalized employees in leadership development and organizing for change.
- Aptitude to navigate through challenging situations with honesty, tact and diplomacy, while fostering a meaningful engagement.
- Demonstrated ability to work with diverse individuals with varying opinions and backgrounds and handle politically sensitive inquiries.
- Experience creating processes and systems to document, report, and monitor equitable outcomes.
- Strong analytical skills, including quantitative and qualitative analysis with the ability to translate metrics, research, and trends into strategy and improvement opportunities.
- Experience working with a diversity of stakeholders, such as unions, elected officials, leadership and workers.
- Facilitation, mediation, and conflict resolution skills with a specific focus on racialized conflict.
- Ability to manage complex and multi-disciplinary projects to completion.
- Proficiency in Microsoft Office 365 including Word, Excel, Outlook, SharePoint, and OneDrive.
- Any combination of education and experience that demonstrates the ability to perform the job duties.
The most competitive candidates will also possess these desirable qualifications: - Evidence of prior leadership that notably impacted systems of oppression and/or institutional racism.
- Master's Degree in human resources, education, sociology, public administration, social justice, or related field; or equivalent (JD, MBA, M.Ed, etc.).
- Five to eight years of progressively responsible, related experience in advancing equity, inclusion, and belonging in a complex organization.

Work ScheduleThis position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within areas on able distance to their King County worksite to respond to workplace
reporting requirements.
