Description:
This is a contract position supporting NOAA's Office of Education (OEd) which provides advice and counsel to the Under Secretary of Commerce for Oceans and Atmosphere in matters pertaining to education. The office, in conjunction with the Education Council, coordinates educational activities across NO nd develops NOAA's Education Strategic Plan and policy. These efforts help to ensure that NOAA's education programs and activities are based on NOAA science and support the agency's cross-cutting priority of promoting environmental literacy. The Office of Education directly implements and manages scholarship programs aimed at fostering American competitiveness in science by providing quality educational opportunities for the next generation.

Key Responsibilities:
  • Coordinate activities of the NOAA Education Council as Executive Secretariat.
  • Support the Director of Education and Council Chair in leading the Council.
  • Plan, coordinate, and facilitate Education Council and Education Council Coordinating Committee meetings, including drafting meeting agendas. Lead Education Council pre-briefings and Support Group meetings.
  • Ensure that Council members are informed of all pertinent information through timely and effective communication.
  • Support and coordinate strategic planning activities for the NOAA OEd and Education Council and coordinate their participation in NOAA's strategic planning and budget formulation processes.
  • Support the implementation of NOAA's Education Monitoring and Evaluation framework by coordinating data collection across NOAA programs and analyzing and reporting the results.
  • Assist with preparing responses to data calls and inquiries from Congress, Office of Management and Budget, NO nd DOC leadership, etc.
  • Oversee budget formulation for the Office of Education and respond to budget data requests.
  • Lead Council-wide strategies in the NOAA Education Implementation Plan.
  • Maintain and update 50+ NOAA Education Council web pages.
  • Manage publication of strategic and implementation plans.
  • Manage the collection and reporting of common metrics and other performance indicators during the annual Unified Data call.
  • Provide consultations with Education Council programs and other members of the NOAA Education Community.
  • Manage annual reporting to the Office of Management and Budget and White House Office of Science and Technology Policy for the Federal Coordinating Committee on STEM Education.
  • Coordinate quarterly meetings for 2 communities of practice for the NOAA Education community.
  • Coordinate Council member participation for working groups Support implementation of hiring authorities for alumni of NOAA student opportunity programs, including hiring campaigns.
  • Develop the Annual Operating Plan for the Office of Education.
  • Develop presentation materials for the Director of Education, including briefings for the NOAA Executive Panel.

Required Skills /Education/ Certifications & Qualifications:
  • Demonstrated knowledge of earth systems, ocean, weather, climate, and place-based science and education efforts.
  • Experience with data collection from multiple sources and development of reports summarizing this information.
  • Experience with strategic planning and with the analytical methods and techniques for assessing and evaluating program development and execution.
  • Excellent oral and writing skills.
  • MA or MS degree in NOAA related fields and 2 to 4 years of experience.
