The Business Process & Education Unit (BPEU) within the Court Services Division of the State Court Administrator's Office is hiring a full-time
Education Program Specialist. This role leads the development and delivery of business process and education programs that support statewide standards and align with the oneCourtMN vision.
As a subject matter expert in adult learning and curriculum development, you will partner across divisions and judicial districts to implement training for statewide initiatives, manage training handoffs, and guide colleagues in instructional strategies. You will also lead an internal operational training and support team, providing mentorship and direction.
EXAMPLES OF JOB DUTIES:
Examples of key responsibilities include:
- Lead the curriculum design process for business process and education programs, ensuring statewide accessibility and alignment with court operations.
- Guide and support training developers through planning, review, and implementation, including pre-publication reviews and "train-the-trainer" programs.
- Develop and maintain templates and resources in SharePoint and oneCourt University for internal education programs.
- Lead the Operational Training & Support Team by setting priorities, developing action plans, and supporting cross-functional collaboration.
- Develop and deliver statewide cohort and onboarding and court operations education programs.
- Analyze operational challenges and develop training to support improved court practices.
TYPICAL QUALIFICATIONS:
Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:
Minimum Qualifications:
- Bachelor's degree in education, public/business administration, information technology, behavioral science, court administration, or related field.
- Two (2) years of experience in training, adult education, curriculum development, or court administration related role.
Preferred Qualifications:
- Three (3) to five (5) years of experience developing statewide or enterprise-level training programs.
- Experience with accessible training design and online learning platforms.
- Experience leading cross-functional teams or workgroups in a public sector setting.
Knowledge, Skills, and Abilities:
- Understanding of adult learning principles and curriculum development.
- Ability to lead projects and teams without direct supervisory authority.
- Excellent organizational, facilitation, and communication skills.
- Familiarity with court operations or large-scale business process implementation preferred.
SALARY:The expected starting salary range for external candidates is $34.40 - $43.83 per hour ($71,827 - $91,517 annually). The full salary range for this position is $34.40 - $53.25 per hour ($71,827 - $111,186 annually). This position is exempt under the Fair Labor Standards Act and is eligible for state of MN employee benefits.
SUPPLEMENTAL INFORMATION:Position Logistics:
This is a full-time, permanent position. The role operates in a hybrid work environment, with approximately 1-2 on-site days per month at the Minnesota Judicial Center in Saint Paul. Occasional in-state travel and some non-standard hours are required.
