FINANCIAL SYSTEM RESILIENCE AND INTEGRITY

The World Bank's Financial Integrity team The World Bank's Financial Resilience and Integrity (FRI) mandate is to support safeguard countries' financial systems them from illicit finance risks. It strengthens financial integrity frameworks-including AML/CFT, beneficial ownership transparency, and asset recovery-to combat illicit financial flows and protect public resources. At the same time, it provides technical assistance, diagnostics, and policy support to enhance financial integrity and institutional capacity for preventing, detecting, and responding to financial crime.

The Financial Integrity Team works closely with the Fiscal Policy Unit, which focuses on supporting countries to modernize tax systems to better adapt to the globalization and digitalization of the economy, in support of tax transparency. This assignment will require the consultant to work closely with the Fiscal Policy Unit (50% of her time) in support of these goals. In particular, the assignment will focus on supporting countries to improve 1) their tax transparency framework, and 2) measures to tackle BEPS (base erosion and profit shifting). This assignment will also identify risks related to tax avoidance, evasion, and money laundering to support countries to establish predictable, implementable legislation and regulation based on international best practices to address abusive practices, as well as building the capacity for their implementation.

What We Do

The Financial Integrity Business line focuses on helping countries strengthen systems to prevent and combat illicit financial flows. It provides technical assistance and policy advice to build effective AML/CFT frameworks, strengthen regulation and supervision, and enhance institutional capacity. It also conducts diagnostics and assessments (e.g., AML/CFT frameworks), and supports countries in addressing illicit financial flows, corruption, and governance risks. In parallel, it contributes to global policy dialogue and standard-setting, working closely with bodies like FATF and partners to shape and implement international standards. Overall, its role is to promote transparency, accountability, and financial sector integrity as a foundation for economic stability and development.

Technical Assistance

Our technical assistance programs typically combine diagnostics, capacity building, and policy support to help countries strengthen AML/CFT and anti-corruption systems. They often include risk assessments and gap analyses (e.g., ML/TF risks, institutional frameworks), followed by hands-on support to draft laws, regulations, and strategies, and support effective institutions such as FIUs, supervisors, and prosecutorial bodies. In practice, it often involves training and mentoring for regulators, investigators, judges, and financial sector actors, alongside the development of tools to operationalize reforms. Overall, TA programs are multi-year, iterative engagements that combine global standards (e.g., FATF) with country-specific solutions, aiming to improve effectiveness in preventing, detecting, and prosecuting financial crime while strengthening governance.

The team generates knowledge products on these topics, drawing from global best practices.

Who We Work With

In our client countries, we work with financial-sector authorities, central banks, supervisory and regulatory authorities, financial intelligence units, public prosecutor offices, the judiciary, and regional development banks and regulatory agencies. Globally, we work with multilateral organizations to develop global standards and best practices for financial systems, including the Financial Action Task Force, the IMF, and the United Nations Office on Drugs and Crime.

Key Duties and Accountabilities:

The objective of this assignment is to support the Financial Integrity Unit in delivering high-quality technical assistance, diagnostics, and policy advice to client countries, as well as contributing to global knowledge and operational engagements related to AML/CFT, asset recovery, and broader financial integrity issues.

The successful candidate is expected to perform the full range of duties in the domain of financial integrity, with a specific focus on illicit financial flows, and beneficial ownership transparency. He/she will report to the Practice Manager who oversees the unit responsible for financial system resilience and integrity.

Specific duties and accountabilities include:
• Design and deliver technical assistance to strengthen AML/CFT, asset recovery, and broader financial integrity frameworks in client countries.
• Conduct diagnostics and analytics, including national risk assessments, AML/CFT mutual evaluations, and institutional gap analyses.
• Develop policy advice and knowledge products on financial integrity topics (e.g., beneficial ownership, financial disclosure, IFFs).
• Support reforms on beneficial ownership transparency, including legal frameworks, registries, verification mechanisms, and effective use by authorities.
• Support World Bank operations and ASA, integrating financial integrity considerations into country programs and lending.
• Engage with country counterparts and partners, including ministries, regulators, FIUs, and international organizations, while contributing to program management, outreach, and donor engagement.
• Provide technical advice on tax reform to client governments, especially in LCR, on international tax issues, including tax transparency, exchange of information and transfer pricing.
• Coordination of technical assistances for countries on tax transparency work including advice on recommendations on peer review processes of the Global Forum of Tax Transparency of the OECD (GF), reviewing bills and regulations and EOI units (design, responsibilities, data security issues).
• Lead technical assistance for countries on the implementation of other international tax standards (tax treaty policy and implementation, BEPS minimum standards).
• As part of taxation reforms, assist with legal analysis, legislative drafting, implementation of procedures, functional review of tax administration business process reengineering, and delivery of training to government officials
• Conduct research on tax topics with a focus on international taxation and prepare written resource materials for the DRM unit and client governments.
• Contribute to knowledge management, dissemination and capacity development operations, including the organization of seminars/workshops on topics of interest in the area of domestic resource mobilization, especially on international taxation

Selection Criteria
• Advanced degree (Master's or equivalent) in economics, finance, law, public policy, international development, or a related field.
• Minimum of 7 years of professional experience in financial integrity-related areas, including AML/CFT, asset recovery, beneficial ownership transparency, financial sector regulation, or anti-corruption.
• Demonstrated experience in designing and delivering technical assistance, conducting diagnostics (e.g., NRAs, AML/CFT assessments), and supporting legal and regulatory reforms in client countries.
• Proven familiarity with beneficial ownership frameworks, including legal and institutional design of registries, data collection and verification challenges, and effective use of BO information by authorities.
• Strong ability to analyze complex financial integrity issues and produce high-quality analytical and policy outputs (e.g., reports, policy notes, toolkits).
• First-hand experience on tax reform in developing countries. Experience in LAC countries is strongly desired.
• First-hand experience on legal tax analysis. Experience in LAC countries is strongly desired.
• Good research, analytical, organizational and problem-solving skills. Ability and experience in report writing, project proposal preparation and analysis (including theory of change and results frameworks).
• Ability to work independently on routine issues, organize and prioritize work to meet deadlines. Ability to work under pressure and flexibility in handling a variety of concurrent business support services.
• Operational experience designing and implementing tax technical assistance projects would be an asset.
• Written and oral communication skills, with ability to prepare briefings, presentations, and donor-facing materials for diverse audiences.
• Fluency in English required; additional languages (particularly Spanish or French) are highly desirable.
