Description
Governance Global Practice (GGP) brings together professionals in procurement, financial management, regulatory policy, transparency, digital governance, law and development, anticorruption, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The GGP utilizes a problem-driven diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. The GGP engages on core and cross-cutting themes, including Public Financial Management (PFM), Subnational/decentralization, State Owned Enterprises/Corporate Governance, Fiduciary Assurance, Public Institutions, GovTech, Anticorruption, Open Government, and Political Economy.
Fiduciary Systems (WKPGF) Global Unit
The WKPGF Global Unit is responsible for issues related to public financial and investment management, procurement, standards and codes around transparent financial management in public and private sectors, state-owned enterprises, corporate financial reporting, fiduciary assurance, and governance in sectors. As part of its mandate, the unit leads the global engagement program in its areas of responsibility, including the PFM Global Program.
Job Duties and Responsibilities
The candidate will report to the Practice Manager of the Global Governance Unit. The candidate will contribute to a wide range of work on the public financial management reform, with a particular focus on:
• Leading fiscal ecosystem work through: (i) synthesizing lessons learned from ecosystem work and making the linkage to the Reimagining Public Finance work; (ii) piloting the new approach in selected countries; (iii) dissemination and international convening of the proposed approach; and (iv) fundraising and managing partnerships with potential donors.
• Leading PFM governance/institutions work through piloting the Fiscal Institutions Assessment Framework (FOAF).
• Contributing to the knowledge management agenda through conducting comparative, qualitative research on PFM practices and processes.
• Leading open budgeting work through establishing budgeting reforms, transparency standards, and practices.
• Building collaborative relationships with colleagues across the World Bank, including regional and sectoral practices as well as with key institutions, authorities, and other international partners, while ensuring that the World Bank continues to fulfill its mandate.
• Fundraising and managing donor relations.
The Consultant will be expected to:
• Demonstrate solid understanding of PFM and apply his/her experience and expertise to WB projects and analytics as assigned, including providing relevant, practical advice to project teams and senior government officials on PFM.
• Contribute to the thought leadership for and the development and delivery of the GGP's renewed approaches to PFM reform and provide technical leadership on the GGP's agenda for budget formulation and execution.
• Working specifically on the interface between sectoral service delivery, multi-level governance and PFM, contribute towards both research and practical guidance for clients and task teams on how budgetary institutions can drive sectoral results.
• Cultivate strategic and collaborative relationships with EFI and GGP units, sectoral GPs, CMUs, client countries and development partners to build coalitions of support to implement renewed approaches and to support the Manager to liaise with donors and establish and/or maintain coordination and collaboration arrangements.
• Contribute to the development and delivery of capacity building curricula for PFM, including agenda setting, creating presentations and course materials, and delivering training.
• Support regional task teams in selected strategic PFM engagements.
• Provide technical inputs to analytic works and reports (conduct analysis, report findings, and develop policy recommendations), in close collaboration with the relevant Task Team Leaders (TTLs) and sector experts within and outside the Bank.
• Mentor staff working on PFM and the wider GGP as needed.
• Participate in global and regional events.
• Undertake other analytical and administrative duties as may be assigned by the Practice Manager.
Selection Criteria
• An advanced degree (master's or PhD) in economics, finance, or a related field.
• Minimum of 20 years of relevant work experience.
• Relevant professional experience at the national and regional levels in PFM, supporting government reform.
• Specialized PFM expertise in the areas of discal transparency, accountability, and parliamentary oversight.
• Proven research interests in PFM and the fiscal transparency agenda, as well as a strong track record of academic and policy-relevant publications on these issues.
• Experience in fiscal and institutional analysis, coalition building, and problem-based approaches to reform is an advantage.
• Experience of facilitating reform processes and working to support reform in a flexible manner is strongly preferred.
• Very good understanding of development partners, World Bank instruments, and processes.
• Strong interpersonal, communication, and writing skills, and excellent written and oral communication skills in English.
• Ability to deal effectively and diplomatically with member country authorities.
