WBG Treasury has been a large and significant market innovator in the international financial markets for over seventy years and has achieved a global reputation as a prudent and innovative borrower, investor, and risk manager. WBG Treasury staff regularly interact and collaborate with Departments across WBG and within the Finance Partner divisions.
Asset tokenization enabled through blockchain technologies are having an impact on the financial markets, revolutionizing the way assets are created, traded, settled and accessed. Instantaneous validation, atomic settlement and data transparency are the rationales for market participants to explore and potentially adapt such technology. As WBG Treasury being one of the largest primary market issuers in the international capital markets, it is essential to be aware and staying abreast of their development to ensure our readiness for the future of financial markets.
WBG Treasury is also interested in understanding the alternative pathways in servicing cross-border payments and how market providers might be evolving in terms of the interoperability and standardization of clearing infrastructures, settlement rules, and payment solutions. Next generation of digital money is quickly emerging in the form of Tokenized Deposits, Central Bank Digital Money and Stablecoin. It is important to understand the evolution of digital economy to possibly improve cross-border payments efficiency and promote financial inclusion.
Artificial Intelligence (AI) is redefining how we work, as it enhances data-driven decision-making, operational efficiency, risk management and fraud detection. WBG Treasury is currently working on use cases to analyze large datasets quickly, automate routine tasks, predict payment risks, and identify fraudulent activities. These are in hopes to enhance operational efficiency and drive innovation in new financial products and services.
WBG Treasury Operations (TREOP) provides a full range of middle and back office support for WBG Treasury's asset management, capital markets and banking functions. As one of the seven TREOP units, the primary responsibilities for the Treasury Financial Technology (TREFT) are two-fold: (i) to coordinate the efficient internal administration of WBG Information Technology infrastructure across all institutional, project, maintenance, budget and planning cycles, ensuring it remains fit for purpose, up-to-date, and secure and reliable, and (ii) to develop appropriate strategic technology planning in relation to WBG Treasury's significant standing in the global financial markets and to leverage that standing to build partnerships for market and development effect. Current technology initiatives include WBG Treasury's participation in large scale asset and liability system renewal, system upgrades in response to regulatory reforms and emerging technology projects and research in fields such as blockchain, asset tokenization, digital currency, process automation and Artificial Intelligence/Machine Learning.
The Lead Financial Officer is seeking a dynamic individual who combines technical expertise, the capacity to work autonomously, and excellent communication skills. This ET Consultant position is an extraordinary opportunity to engage at the forefront of Fintech application in support of World Bank's financial and development agenda, to leverage Treasury's market standing and global reach.
Duties and Accountabilities:
The selected candidate will mainly support the Treasury Financial Technology (TREFT) team in advancing Project Promissa, a flagship initiative focused on the digital transformation of promissory notes through secure, tokenized solutions to enhance transparency, efficiency, and lifecycle management across member countries and multilateral development banks (MDBs).
The role will also contribute to broader communication and stakeholder engagement efforts across WBG Treasury's innovation portfolio, supporting the positioning, coordination, and strategic alignment of Treasury-led digital innovation initiatives with internal leadership and external partners.
Project Promissa - Communications and Outreach
• Shape and drive the strategic communications approach for Project Promissa, including defining core narratives, key messages, and priority communication products to support country engagement and partner alignment.
• Prepare high-quality briefing materials, presentations, and talking points for senior management, member countries, and partner institutions.
• Synthesize and translate complex technical, legal, and financial topics into clear, compelling, and audience specific materials to support strategic decision making and outreach.
Project Promissa - Country Engagement and Stakeholder Coordination
• Lead and support the planning and execution of country engagement activities, including shaping communication toolkits to enable effective, country-level strategic discussions.
• Contribute to the implementation of the outreach roadmap across participating countries and MDB partners, ensuring coherence with overall project objectives and timelines.
• Orchestrate and consolidate inputs from internal teams and external stakeholders to ensure alignment, consistency of messaging, and effective coordination across institutions.
Innovation Communications, Visual Storytelling and Knowledge Sharing
• Identify emerging and relevant fintech topics and develop concise, evidence-based research inputs to support senior management's consideration and decision-making on Treasury innovation initiatives.
• Shape and support strategic communications related to WBG Treasury's broader innovation agenda, including AI automation, blockchain, and digital assets.
• Contribute to the development of senior-facing knowledge products, including monthly dashboards for senior management, internal briefs, newsletters, and targeted communication materials to drive awareness and alignment across entire WBG Treasury.
• Advance visual storytelling and institutional knowledge-sharing, ensuring complex innovation initiatives are communicated clearly, consistently, and in a way that supports strategic decision-making and long-term capability building.
Operational and Delivery Support
• Ensure effective delivery across a fast-paced, multi-stakeholder environment, providing high-value support on ad hoc initiatives as priorities evolve, exercising sound judgement and discretion in support of team and leadership needs.
• Coordinate across workstreams to manage interdependencies, prioritize competing demands, and support progress against agreed milestones and deadlines.
Selection Criteria
• Master's degree in finance, economics, international affairs, communications, or related field, with 7+ years of progressively responsible professional experience across communications, public policy, finance, and innovation, or an equivalent combination of education and experience.
• Advanced proficiency in Microsoft Office (PowerPoint, Word, Excel), with hands-on experience in visual and communication tools (e.g., Canva, Adobe Suite, WordPress, and newsletter platforms) is required.
• Strong understanding of financial markets, fintech, central banking, or digital transformation, with direct experience working in and with international organizations, central banks, and MDBs.
• Excellent written and verbal communication skills, with a demonstrated ability to independently distill complex financial and technical concepts into clear, compelling materials tailored to diverse audiences.
• Proven track record of producing senior-level briefings, presentations, and strategic communications, including advisory materials for executive leadership with a high degree of autonomy.
• Strong ability to lead coordination across multiple stakeholders and institutions, synthesize diverse inputs, and drive coherent outputs in complex, fast-moving, multi-team environments. Excellent organizational and delivery skills, with demonstrated experience managing competing priorities, tight timelines, and senior-facing deliverables in high-pressure environments.
