Description
The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.
The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five international environmental conventions: the Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, and the UN Framework Convention on Climate Change (UNFCCC) and Minamata Convention on Mercury. GEF is also a designated financial mechanism of the UN Convention to Combat Desertification.
In the years since its establishment, the GEF has funded over 5,700 projects in 186 countries, and many thousands more through the GEF Small Grants Program, providing $24 billion in grants that leveraged $138 billion in co-financing. The GEF Secretariat, construed for administrative purposes as a Vice Presidential Unit (VPU) within the World Bank, has approximately 80 professional and administrative, and client support staff.
Unit Context: The GEF is preparing to host its Eighth GEF Assembly and 71st Council meeting in Samarkand, Uzbekistan, to be held in late May 2026. Convened every four years, the GEF Assembly brings together representatives from all 186 member countries-ministers, environmental leaders, civil society, and the private sector, among others-to review policies and operations and provide guidance for future GEF priorities.
To support the successful delivery of this high-profile event, the GEF Secretariat is recruiting an Extended Term Consultant (ETC) to provide strategic, operational, and logistical support. The selected ETC will report to the General Manager and Secretary to the Council and serve as a key liaison with the Host Country, coordinating preparations across multiple stakeholders and workstreams to ensure the successful delivery of the event. Duties and Accountabilities
The selected candidate will become a part of GEF's Data and Analytics team under the supervision of the CEO's Advisor. The primary responsibilities of the selected candidate are to (1) support the development and implementation of the GEF-9 System for Transparent Allocation of Resources (STAR), (2) assist in the creation of country profiles, (3) support the CEO's Advisor and the Data and Analytics team in other tasks as required.
Specific deliverables include the following:
• Support the development and implementation of the GEF-9 System for Transparent Allocation of Resources (STAR). Specifically, this includes:
• Ensure quality assurance of the updated datasets across different layers
• Update and implement the existing protocols for missing data
• Support the construction and maintenance of the GEF-9 STAR allocation model in Excel
• Support the building and maintenance of a GEF-9 STAR dashboard in platforms such as R, Python or Power BI
• Support the preparation of STAR briefing materials for the GEF Leadership Team, the GEF Council, and the wider GEF Partnership as needed
• Support the preparation of GEF-9 STAR policy and the disclosure of the GEF-9 STAR country allocations
• Support the preparation of communication materials to countries on the GEF-9 STAR allocations, across all platforms
• Support the operationalization of the GEF-9 STAR special window
• Assist in the creation of the GEF country profiles. Specifically, this includes:
• Leverage data to build compelling narratives for country profiles, supporting the positioning of the GEF as the leader and partner of choice toward ambitious environmental outcomes
• Identify, gather, analyze, and manage information from literature, public websites, and internal and external databases (e.g., national statistical datasets, OECD databases, and environmental convention websites) on the country's overall positions and contributions to global environmental commitments, particularly within the context of official development assistance (ODA)
• Perform quantitative and qualitative analyses, data visualization, and report writing
• Support the GEF's work on Policy Coherence, including analyzing the GEF portfolio to identify and document initiatives that contribute to the advancement of policy coherence, and review of the existing datasets and methodologies to track and monitor policy coherence.
• Support review and analysis of selected reports and assessments on nature finance flows and gaps of relevance to the GEF, including in consideration of the GEF's work in achieving international global commitments
• Support GEF participation in, and convening of, international seminars, panel discussions and conferences on relevant substantive themes
Selection Criteria
• A Bachelor's or Master's degree in environmental economics, Data Science, Statistics, Environmental Management, Sustainable Development, or related field, with at least 2 years of related experience, or an equivalent combination of education and experience
• Strong and proven academic, technical, and analytical background
• Knowledge of the existing STAR model and policy will be an asset
• A proficiency in, and comfort with, quantitative and statistical data analyses - a familiarity with the GEF's work and data will be a plus
• Full proficiency in the use of Excel including Power Query is required, advanced knowledge of other Microsoft Office products, particularly Word and PowerPoint
• Proficiency in programming, statistical, and econometric software, such as R, Python, and STATA will be an asset
• The ability to collate, manage, and analyze complex and interrelated datasets
• Excellent data visualization skills
• Excellent written and verbal communication skills in English, with the ability to present and summarize ideas clearly, methodically, and concisely
• Proven critical-thinking skills, with a willingness to learn new competencies and explore unfamiliar issues
• Knowledge of environmental indicators, international development and environmental finance-related datasets and databases will be a plus
• Flexibility to address new challenges and develop innovative solutions to a wide range of issues and situations, often on short notice, and the ability to take initiative and go beyond what is expected
• Well-organized, self-motivated, highly efficient, and dependable individual, with a demonstrated ability to manage multiple priorities, work under tight deadlines, and operate effectively in situations of high demands and pressure
