GENERAL DESCRIPTION: Performs advanced (seniorlevel) business analysis work with heavy emphasis on technical documentation work. Work involves coordinating and/or gathering, developing, and documenting user requirements; development of business processes; creating test cases; creating and validating user acceptance tests; performing postimplementation support of systems; and coordinating the composition, review, and editing of technical documents, materials, and standard operating procedures. Supervision of the CID Case Management Support Section. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment within the parameters of established policies and procedures.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Prepare complex reports that include study findings, recommendations, and instructions for proposed system implementations including updates to the business processes; formulate logical descriptions of problems and devices and implement optimum solutions.
2. Facilitate work sessions with end users to elicit requirements, develop technical and business requirements documents, process flowcharts and related artifacts; identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
3. Assesses and reviews user requirements, procedures, and problems to automate or improve existing systems; and computer system capabilities, workflow, and scheduling limitations.
4. Develop, analyze, and revise systems design procedures, test plans and procedures, and quality standards; review project charters and project schedules and provide feedback to document owners.
5. Work closely with the Quality Assurance team to review and update test plans and test cases to ensure business requirements are accurately implemented and thoroughly tested; monitor and evaluate the quality of contractor products and services and coordinates interactions and activities of vendors.
6. Provide assistance to developers, support team and customers to triage system issues.
7. Create and maintain, Enterprise Case Management aka Kaseware support inbox, end user training documentation, and knowledge base website to support the ongoing operations of the Division's Case Management program.
8. Assist multidivision personnel in designing, composing, editing, and publishing Standard Operating procedures, training videos, training curriculum and user guides for end users; may conduct formal training for end users.
9. Create software maintenance/upgrade release notes for end user notifications.
10. Manage and lead the end user acceptance testing including development of user acceptance test scripts for new or existing systems, document feedback and coordinate resolution with development teams including contractors.
11. Coordinate and/or participate in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.
12. Oversee projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
13. May prepare budgetary cost estimates and develop project implementation proposals; documentation and scheduling; write technical specifications and requests for proposals.
14. May plan, assign, and/or supervise the work of others.
15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
16. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education Graduation from an accredited fouryear college or university with a major course work Business Administration, Computer Science, Management Information Systems, English, Education or a related field is preferred.
Experience Minimum seven (7) years experience for ITrelated application business analysis and testing with strong documentation and technical writing emphasis for large scale technology project implementations is required. Applicant must provide, with their application, a sample of previous technical writing work such as user guides or user requirement documents.

Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence.
Critical Organizational Infrastructure requirements This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. 7791.4.
Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Advanced skill and knowledge of the techniques of planning, organizing, and writing various types of materials; of research methodology; policies, procedures, and regulations.
Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook), SharePoint), Atlassian Suite (JIRA, Confluence), Adobe, Camtasia and related publishing software tools.
Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multidemand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Plan and accomplish goals, independently perform a variety of complicated tasks, utilizing a wide degree of creativity and latitude.
Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Ensure messages and terminology are consistent across all written materials. Advanced skill in developing and maintaining user and technical documentation and project process documentation for Application Teams; in composing technical documents such as requirements documents, training manuals, user guides, standard operating procedures; and in writing a variety of technical articles, reports, brochures, and/or manuals.
Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and Travel Availability for afterhours and weekend work may be required. This position requires on site work due to being the manager/supervisor. Remote work would be based on the needs of the division/agency and subject to Division Chief approval. Travel statewide on an as needed basis.
