Position Description

The client is looking for one (1) .NET Web Developer III to work 40 hours a week.

The client Custom Application Development Section seeks to hire two Microsoft .NET Web Developer III's to design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment along with designing and implementing Oracle database in support of the application. The developer needs to provide reliable, responsive support for these projects and systems as developed along with existing system support as assigned. This work requires [redacted] hrs./week) work for a candidate with advanced developer skillsets and experience. The position will be working on new development, enhancements and/or providing support for existing applications as determined by agency priorities. There are multiple initiatives to develop new applications and to redesign legacy applications to meet current business needs with supported technologies.

Project details: These positions will analyze, design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment along with designing and implementing Oracle database in support of the application. These positions will involve developing new or redesign applications along with supporting existing applications. These positions will work with supervisors, project managers, business relationship managers, developers and business customers. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.

The candidate must have proven work experience with application development, user interface development for custom applications and database design and development. The person hired for this position must work closely with team members and client Application Architect Lead for application solutions, development plans, and ensure effective integration among information systems and the IT infrastructure. This may include working with client approved third party technologies. An important part of the position will be to understand the interactions between applications, and services within the client environment, and evaluate the impact of changes or additions.

The candidate should be motivated to stay on top of technological advancements to ensure that solutions are continuously improved, supported, and aligned with industry and client standards as well as emerging business requirements. The candidate must understand user and process requirements and ensure those requirements can be achieved through high quality deliverables. The candidate for this position will need to rely on experience and judgment to plan and accomplish goals and be able to perform a variety of tasks. Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework.
Coding experience in .Net framework, MVC including C#, JavaScript and Bootstrap.
Experience applying Object Oriented Design.
Experience applying Standard Security methods to custom applications.
Experience in Power BI for developing reports.
Experience creating web API's.
Experience developing applications with Oracle backend databases including designing, writing stored procedures, performance tuning and SQL.
Experience working Azure DevOps including repositories, version control, and deployments.

Experience following coding standards and best practices.
Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.

Environment:
The client has a large number of .Net custom applications and very high usage of GIS applications interfacing with other client, other states, partners and the federal government. This includes Web Applications, API's, Batch, GIS custom applications and reporting technologies:
ASP.Net, .Net Framework 4.8, MVC, Angular, C#, Power BI, GIS (ArcGIS, AGOL, VertiGIS, etc.), Oracle, JavaScript, Bootstrap, SharePoint, SFTP, Tableau, Visual Studio, Azure DevOps in the cloud, Batch and Web Applications.

Job duties:
This position will work at the direction of the client Custom Applications and Development Section Supervisors, clientApplication Architect Lead, Business Relationship Manager, Project Manager, and program Leads, utilizing client standards, software, and tools. Tasks of this position include, but are not limited to:
1. Orienting oneself to current applications including .Net and/or PowerBuilder, technical debt, and current backlog. This includes reviewing code, documentation, setting up locally and talking with others to understand functionality and business needs.
2. Design and develop application leveraging client standards, best practices and modernized design for performance, maintainability, scalability, usability, accessibility and secure coding practices while ensuring business needs are met. This includes developing web applications, batch processes and reports as needed.
3. Assist with database architecture, design, and maintenance to ensure data accuracy, performance, and scalability.
4. Provide application maintenance, support, troubleshooting and issue resolution.
5. Perform and document testing using client approved tools and processes for validating functional and non-functional scenarios to ensure quality and accuracy in meeting business needs.
6. Manage code, branching, and deployments through Azure DevOps, following release processes.
7. Complete priority tasks and maintain task progress in Azure DevOps to support deliverables and timelines.
8. Participate and contribute input in all meetings related to Agile Methodologies following client PMO guidance.
9. Analyze tasks and provide input into estimates and timelines.
10. Participate in technical team meetings to coordinate development activities and resolve risks.
11. Provide support and issue resolution for user acceptance testing.
12. Create and maintain technical documentation for the solution to support ongoing operations.
13. Support enhancements, maintenance and documentation for additional program applications.

Developer will follow the standard development life cycle along with client standards and procedures for management and versioning of source code, file management and change management processes. The developer must look out for security concerns or issues when developing applications and follow security related protocols. Applications must be built and supported in compliance with client requirements.

Notes:
Services to the client must be physically completed within the State including during remote work. Hybrid, on a weekly basis client is currently 60% remote and 40% in the office. Hybrid requirement is weekly not monthly. New contractor must start onsite for a five-day orientation/onboarding. Work cannot be conducted outside the United States.
