General Description: Financial Examiners perform highly responsible financial examinations of the MSB industry. Financial Examiners conduct examinations of increasing complexity and responsibility of the MSB industry. Examine accounting records to ensure compliance with applicable statutes and regulations. Review recordkeeping requirements and conducts transaction analysis. Review pertinent records and policies. Check for compliance with Bank Secrecy Act (BSA) regulations. Determine the overall condition of the license holder and assigns appropriate rating. Conduct exit meetings with management to discuss results and tentative findings and compiles examination findings. Prepare and submit examination working papers that support findings. Work under the guidance of a Senior Examiner with latitude for the use of initiative and independent judgment. Report to the Deputy Commissioner of NonDepository Supervision.
Job Duties: Develops and maintains working knowledge and application of various reference materials including the Texas Finance Code, Texas Administrative Code, Bank Secrecy Act, departmental memorandums, and procedures.
Conducts independent, or assists with team, examinations of MSB entities.
Reviews and evaluates files and records to ensure compliance with applicable laws, regulations and recordkeeping requirements.
Examine bank statements and other financial records.
Reviews and evaluates the financial condition of the license holder to ensure compliance with the statutory guidelines.
Reviews and evaluates the internal controls associated with MSB operations.
Determines the overall condition of the license holder, assigns a uniform rating and presents conclusions and findings to regulated entity management.
Prepares MSB examination reports.
Achieves proficiency with Departmental approved computer applications and programs to accomplish job duties.
Demonstrate leadership, organizational and time management skills.
Prepares neat and orderly working papers to document examination procedures and to support findings.
Participate in discussions on changes and improvements to examination procedures, rules, and laws and makes recommendations to Departmental management.
Performs investigative, analytical, and administrative duties as assigned.
Assists with seizures of troubled or unlicensed entities as assigned.
Performs monthly, quarterly, and annual examination scheduling projections to ensure entities are examined according to statute.
Monitors own progress to ensure projected goals are met.
Completes assigned tasks in a thorough and timely manner.
Assists with or acts as Examiner in Charge in team examinations.
Reviews trainees¿ working papers and makes recommendations for changes.
Prepares individual progress reports and performance reviews of trainees.
Determines when new examiners are sufficiently trained to work independently with minimal supervision.
Provides training, development, and leadership for other examiners; provides input on employee performance appraisals.
Assists in the coordination and instruction of inhouse group training events.
Assists the Director on special assignments.
Makes presentations to industry and consumer groups
Performs other duties as assigned.
Required Minimum Qualifications: Experience and Education Requirements: Financial Examiner III: Graduation from an accredited fouryear college or university with major course work in finance, accounting, business administration, economics, or jobrelated field with a minimum of six hours, nine preferred, in accounting to include basic and/or intermediate accounting.
o Must have a minimum grade point average of 2.50 on a 4.0 scale for accounting hours.
o Must have a minimum overall grade point average of 2.75 on a 4.0 scale.
A graduate degree in finance, accounting, business administration, economics, or jobrelated field may substitute for an undergraduate degree that is not business related.
Two years' experience in the regulation, examination, or analysis of financial institutions and/or related industry.
Financial Examiner IV: Same educational requirement as the Financial Examiner III.
Four years' experience in the regulation, examination, or analysis of financial institutions and/or related industry.
Active Certified AntiMoney Laundering Specialist (CAMS) designation.
Copy of official college transcripts must be submitted with your State of Texas Application for Employment. Preferred Qualifications: Bilingual in Spanish and English with the ability to communicate well, both verbally and in writing.
Work experience in a financial institution, money service business or related field is desirable.
Special Requirements :
Position requires at least
50% overnight travel . During the initial probationary period, travel
may exceed 75% to attend training. Sunday travel may periodically be required.
Must possess or obtain within 90 days of employment, a valid Texas Driver's license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection.

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copiers, printers, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. Travel is at least 50% with overnight stays both instate and outofstate.
