Responsibilities

  • Develop and implement the Quality Management System (QMS) for the region.
  • Manage day-to-day quality control site personnel activities.
  • Collaborate with project teams to develop quality plans specific to each project.
  • Establish and monitor audit plans and Key Performance Indicators (KPIs) for quality improvement.
  • Conduct regular site visits to identify and address quality challenges.
  • Oversee inspections of workmanship, materials, and equipment for compliance with standards and codes.
  • Ensure proper handling and storage of materials and compliance upon delivery.

About the Role

MWH Constructors, a global leader in heavy civil construction of water and wastewater facilities, is currently seeking a Regional Quality Manager to support daily operations in the Southern US. The Regional Quality Manager is responsible for developing and implementing our Quality Management System (QMS) and will be a steadfast advocate for continuous improvement to the QMS which further complement our overall growth and risk management strategies. This position will be based in Austin, TX. supporting projects in the Texas Region of the US.

Essential Functions
  • This position reports to the MWH Quality Director and to the specific site Project Manager.
  • This is a project field office-based position.
  • Manage construction quality site personnel in the performance of day-to-day activities applicable to the Quality Management System.
  • Assist the project teams with the development and execution of the project site specific quality plans.
  • Establish and implement audit plan which includes monitoring and reporting on Key Performance Indicators (KPIs) for business groups and project teams designed to ensure continuous quality improvement. Share lessons learned throughout the company to continuously improve and reduce rework.
  • Regularly visit projects and help project teams identify and document key project quality challenges.
  • Manage inspection checks on quality of workmanship, equipment and materials, to ensure compliance to codes and specifications.
  • Ensuring inspection compliance upon material receipt, as well as proper storage of materials and equipment onsite.
  • Incorporation of quality requirements (such as hold points) into work plans.
  • Implementing preparatory, initial, and follow-up meetings with personnel.
  • Implement and support the use of ACC (Autodesk Construction Cloud) for project quality documentation and controls.
  • Troubleshoot and provide input into solving, with engineering, project technical problems / constructability issues. Provides quality expertise and advice in the proactive resolution of compliance issues (i.e. codes, standards, specifications, and regulations).
  • Provide job site coaching and guidance on quality reporting and assist with monitoring trends and re-occurring quality issues.
  • Maintain relationships with owners, clients, subcontractors, design partners and stakeholders to support project partnering and issue resolution. Coordinates initial project quality training and partnering efforts.
  • Manage and mentor subcontractors• quality control personnel as part of the extended project quality team
  • Manage owner/client expectations and perceptions of quality performance.
  • Provide quality related input in project management planning (PMP documents), documentation setup and initial partnering efforts.
  • Provide quality related input for business development and proposal efforts including quality cost estimation and contractual risk management.
  • Lead the company quality culture through promoting, recognizing, and rewarding positive quality.

Basic Qualifications
  • 15 years of experience in the construction industry, minimum of 3 years dedicated to quality program planning and implementation.
  • Bachelor's degree in engineering (civil, mechanical or electrical), construction management, or related degree. An equivalent combination of experience, skills and training may be substituted.
  • Able to effectively communicate to project personnel and senior management the core values of quality management as an integral part of project delivery.
  • Prior field experience related to drafting project specific quality plans and working with teams and owners on plan creation and implementation.
  • Self-starter with good documentation skills.
  • Must be a proficient public speaker, presenter, and trainer.
  • Able to travel within region (50%) and nationally (10%) as required.
  • Proficient knowledge in various software including Microsoft Office Suite products, Blue Beam, Revu, etc.
  • Experience and understanding of Quality and Lean principles.
  • Previous water and wastewater infrastructure experience.

Preferred Qualifications
  • ISO Auditor training and certification.
  • Conversant with ISO 9001 standard and administrative, operational, systems and management controls.
  • Current technical certifications/accreditations in inspection/NDE/code activities at highest level.

Compensation Range:
  • Salary $180,000 - $200,000, based on experience
