The Role

The Executive Office of Technology Services and Security (EOTSS) is seeking a highly motivated and experienced Disaster Recovery and Resiliency Lead that will be mainly responsible in leading the Commonwealth's Disaster Recovery and Resiliency Program.

The Disaster Recovery and Resiliency Lead will provide strategic leadership, operational oversight, and program governance for enterprise disaster recovery planning, testing, resiliency initiatives, and recovery operations. This position will manage disaster recovery staff and collaborate with executive leadership, infrastructure teams, cybersecurity teams, application owners, cloud engineering teams, and business stakeholders to ensure critical systems and services can be restored within established recovery objectives.

This role will oversee the development and continuous improvement of enterprise disaster recovery strategies, business continuity coordination efforts, cloud resiliency initiatives, disaster recovery governance, recovery testing programs, and enterprise resiliency projects that strengthen the Commonwealth's ability to respond to and recover from disruptive events.

The primary work location for this role will be at 200 Arlington Street, Chelsea, Massachusetts 02150. The work schedule for this role is Monday through Friday, 9:00 AM - 5:00 PM EST. This position may be expected to follow a hybrid model of reporting to work that combines in-office and remote workdays as operationally required.

This position may require after-hours support, participation in disaster recovery exercises, and availability during significant technology incidents or declared disaster events.

Duties & Responsibilities

Disaster Recovery Program Leadership

• Lead and manage the Commonwealth's Disaster Recovery and Resiliency Program.
• Establish strategic direction, policies, standards, procedures, and governance frameworks supporting enterprise disaster recovery readiness.
• Develop and maintain enterprise disaster recovery metrics and performance indicators to measure organizational resilience and program effectiveness.

Staff Management and Leadership

• Supervise, mentor, and develop Disaster Recovery staff.
• Assign priorities, monitor work progress, conduct performance evaluations, and support employee growth and succession planning.
• Foster collaboration across technical and business teams to support enterprise recovery objectives.

Disaster Recovery Planning and Governance

• Direct the development, maintenance, and continuous improvement of disaster recovery plans, recovery procedures, and technical documentation.
• Ensure recovery strategies align with Recovery Time Objectives (RTOs), Recovery Point Objectives (RPOs), and business priorities.
• Maintain disaster recovery governance standards and ensure compliance with Commonwealth policies and industry best practices.

Risk Assessment and Business Impact Analysis

• Lead enterprise risk assessments and business impact analyses to identify vulnerabilities and establish recovery priorities.
• Develop mitigation strategies that reduce operational risk and improve organizational resiliency.
• Provide recommendations to executive leadership regarding recovery readiness and risk management.

Disaster Recovery Testing and Exercises

• Oversee enterprise disaster recovery testing programs, including planning, coordination, execution, validation, and after-action reviews.
• Manage remediation efforts resulting from testing activities.
• Lead disaster recovery and table top exercises, and evaluate recovery effectiveness against established objectives.

Incident Response and Recovery Coordination

• Serve in a leadership role during disaster recovery events and significant technology disruptions.
• Coordinate technical recovery teams and communicate recovery status to executive leadership and stakeholders.
• Support post-incident reviews and continuous improvement initiatives.

Cloud and Infrastructure Resiliency

• Collaborate with infrastructure, cybersecurity, cloud engineering, and application teams to incorporate disaster recovery requirements into enterprise technology solutions.
• Oversee disaster recovery considerations for cloud-hosted environments, including high availability, backup and recovery, resiliency architecture, and data replication strategies.
• Support enterprise backup and recovery services and resiliency-focused modernization initiatives.

Vendor and Stakeholder Management

• Manage relationships with disaster recovery vendors, service providers, and external partners.
• Ensure contractual recovery requirements and service capabilities align with enterprise needs.
• Collaborate with executive leadership and business stakeholders to advance resiliency initiatives across the Commonwealth.

Training, Awareness, and Continuous Improvement

• Develop and deliver disaster recovery awareness and training programs.
• Promote a culture of preparedness and resiliency across EOTSS and partner agencies.
• Stay current with emerging technologies, industry trends, regulatory requirements, and best practices in disaster recovery and business continuity.

Preferred Knowledge, Skills & Abilities

• 5+ years of progressively responsible experience designing, implementing, and managing enterprise disaster recovery and resiliency programs.
• 2+ years of supervisory or management experience leading technical teams.
• Bachelor's degree in Information Technology, Business Continuity, Emergency Management, Risk Management, Computer Science, or a related field. Advanced degree preferred.
• Strong knowledge of disaster recovery, business continuity planning, risk assessment methodologies, and business impact analysis.
• Experience developing and governing enterprise disaster recovery programs, policies, standards, and recovery frameworks.
• Working knowledge of enterprise infrastructure technologies, including servers, storage, networking, telecommunications, virtualization, and enterprise applications.
• Experience with cloud resiliency architectures and disaster recovery capabilities within AWS and Microsoft Azure environments.
• Knowledge of enterprise backup, recovery, and data replication technologies.
• Familiarity with operating systems including Microsoft Windows, Linux, UNIX variants, and Mainframe environments.
• Experience with enterprise databases such as Oracle, SQL Server, and Adabas.
• Strong project and program management skills with the ability to manage multiple concurrent initiatives.
• Exceptional communication and stakeholder management skills, including experience presenting to executive leadership.
• Experience leading disaster recovery exercises, recovery operations, and technology incident response activities.
• Certified Business Continuity Professional (CBCP), Associate Disaster Recovery Planner (ADRP), Certified Information Systems Security Professional (CISSP), or similar certification preferred.
• Ability to provide leadership and support during disaster recovery testing, significant technology incidents, and declared disaster events as required.

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience .
