Job Description

We have an opening for aDirectorate Security Officer (DSO)to provide technical subject matter expertise on security matters supporting the Operations and Business Principal Associate Directorate (O&B PAD) and Laboratory Director's Office. You will work in a fast-paced and diverse work environment and be responsible for advising directorate personnel and management to ensure implementation of DOE/NNSA and institutional security policies and procedures. This position is in the Security Organization (SO) within the O&B PAD and reports to the Security Risk Manager.

You will
  • Provide independent oversight of directorate organizations, activities, and facilities to ensure conditions and operations are consistent with Safeguards and Security requirements; serve as the directorate point-of-contact for employees on all security policies and procedures.
  • Collaborate with all levels of management and personnel as appropriate to fill information requirements in support of the Principal Associate Director's decision-making process and response to security concerns.
  • Implement security risk mitigation controls and consequence management initiatives identified through the security risk management process.
  • Plan and lead security assessments, inspections, audits, and verifications of activities and facilities in coordination with the SO Assurance Management Office; this may require interaction with internal/external sponsors and senior management.
  • Conduct causal analyses and drive issues and corrective action management for incidents of security concern and other security related issues within the O&B PAD.
  • Partner with topical area managers within the Safeguards and Security functional area to develop and systematically deploy technically sound security compliance solutions.
  • Sponsor organizational activities and programmatic operations through the Safeguards and Security Protection Strategy Review Board and participate in the security risk analysis and planning process as applicable.
  • Serve as the O&B PAD Technical Surveillance Countermeasure (TSCM) Coordinator.
  • Serve as the O&B PAD representative to the Operation Security (OPSEC) Committee.
  • Maintain the DSO training curriculum, ensuring newly appointed institutional DSOs are trained.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree or higher in Engineering or relevant technical field, or the equivalent combination of education and related experience in a technical security discipline.
  • Extensive knowledge and understanding of DOE/NNSA orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.
  • Experience implementing and administering security requirements in any of the following: physical, technical, information, personnel, or cyber security. Expertise in defining and resolving quality management problems utilizing statistical tools to characterize, measure, and optimize integration of quality management elements into technical and administrative processes.
  • Experience serving as the primary technical resource on internal/external committees that affect an organization's long-term goals and objectives.
  • Experience analyzing and interpreting policies, directives, writing and reviewing security plans to demonstrate compliance with security requirements in a complex regulatory environment.
  • Experience conducting assessments, audits, and inspections, writing corrective actions, and evaluating effectiveness using systems engineering principles, i.e) measures of performance and effectiveness.
  • Demonstrated organizational skills to work with conflicting demands under tight time constraints.
  • Advanced verbal and written communication, to effectively author reports, present and explain technical or operational information, and provide advice to senior management, regulators, and stakeholders.
  • Experience developing and writing clear and concise policies, procedures, investigative narratives, formal reports, or other correspondence.
  • Demonstrated effective interpersonal skills to effectively instruct, negotiate, influence and coordinate in a consistently positive manner with all levels of management and personnel across the Laboratory without formal authority.
  • Experience working in a classified environment with comprehensive knowledge of classified document accountability, processing, markings, and storage requirements.

Qualifications We Desire
  • Experience applying knowledge of LLNL/DOE requirements/guidance, orders and regulations governing all areas within related security disciplines in the development and implementation of security policies and procedures.
  • Demonstrated existing network and working relationships with a diverse group of security professionals spanning all topical areas of security and institutional stakeholders.
  • Trained/certified to conduct causal analyses (hyper-integrated root cause analysis preferred).

Pay Range

$154,950 - $196,476 Annually

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
