JOB SUMMARYThe Workforce Quality and Development Director will oversee a broad range of strategic projects including supporting program coordinators in obtaining third-party accreditations, and developing and executing a centralized feedback program to improve programs by ensuring they are aligned with industry and labor market needs.
Provides district-wide support to all HCC instructional programs in areas of curriculum development, employment and occupational research, reporting, planning and faculty development in order to provide better insight to the relevancy of instruction to labor market trends.
ESSENTIAL FUNCTIONSProvide leadership to supporting Program Coordinators through the complex third-party accreditation process either to obtain for the first time or remain compliant when renewing.
Provide input into policies designed to ensure compliance with SACS-COC principles involving the alignment of workforce curricula with industry expectations.
Create and oversee budgets for each new instructional program third-party accreditation related to completion of the self-study.
Assist with providing yearly evaluations on annual assessment reports as well as annual planning reports.
Develop, maintain, and ensure adherence to standard operating procedure for annual reporting processes.
Collaborate effectively with deans and other instructional leaders engaged in workforce quality initiatives, with communications, compliance, financial aid, and other college staff, and with state agencies receiving and/or approving annual reports.
Manage the workforce curriculum development department budget.
Research and produce annual reports of national, regional, and local labor market data to align programs and courses to assess the immediate and future workforce needs, which may include making recommendations to start or close a course/program, improve the curriculum development efforts or for professional development.
Liaison with Academic, Workforce Instruction and CTLE department to provide available training for faculty (full- and part-time) in innovative curriculum design (e.g., flip classrooms or project-based teaching) and the integration of multiple teaching strategies (e.g., differentiated teaching) designed to meet diverse learner needs.
Propose, plan, and develop new Workforce certificates pathways based on emerging labor market trends in collaboration with program coordinators and division instructional leaders.
Provide leadership with efforts to interconnect/interrelated pathways to student success for students from start to finish from a systems framework.
Provide leadership in the creation and implementation of a sustainable process for being compliant with yearly gainful employment regulations.
Provide leadership in developing and executing a centralized feedback program through alumni and employer surveys to identify educational needs and workforce development opportunities for improvement.
Work with Program Coordinators in initiating more sector-wide collaborations, including Workforce Industry Advisory Committees, to build industry consensus and share costs of improving education and training.
Attend and present workshops, meetings and conventions at regional and national conferences to remain updated on trends and developments in workforce, curriculum, instruction and assessment.
Perform other duties, tasks, and assignments as required.
QUALIFICATIONSEducation & Experience
- Master's degree required
- Doctorate in educational field preferred
- 5 years of experience in academic administration, curriculum/program development and/or post-secondary teaching required
- Combined experience working with trends in pedagogy, curriculum, and educational technology, higher education professionals, managing multiple projects simultaneously, and 3 years supervisory experience preferred

Working ConditionsGeneral Office.
