FLSA STATUS: Full-time Exempt

SALARY: $105,393 plus competitive benefits package (WVDE Summary of Benefits) equal to approximately 35% of direct compensation

JOB SUMMARY: This position is responsible for the strategic leadership, planning, management, and oversight of the financial operations of the Department. The Director ensures fiscal accountability, transparency, and compliance with federal and state regulations while supporting state level goals. This position directs budgeting, accounting, financial reporting, procurement, audits, risk management, and long-term financial planning.

DUTIES AND RESPONSIBILITIES:
  1. Oversee and trouble problems of a financial nature, including adjusting budgets, measuring and tracking expenditures (such as payroll, encumbrances, etc.) and mediating disputes with other oversight agencies.
  2. Assure that transactions are properly documented and made in compliance with applicable state and federal law, regulations, policies and procedures, IRS regulations and generally accepted best practices.
  3. Oversee the procurement process for the Department and serve as the chief arbiter of procurement disputes.
  4. Perform presentations, such as the Department's budget, to other state officials, legislature, and State Board.
  5. Oversee the preparation of annual financial data, including the submission of closing book forms and the submission of the indirect cost plan.
  6. Direct budget preparation including appropriation requests.
  7. Direct expenditure schedule preparation.
  8. Direct preparation of amendments to budgets and expenditure schedules.
  9. Approve contractual agreements, transmittals, purchase orders, deposits, maintenance agreements, rental agreements, personnel action, payroll or any other type expenditure or deposit of funds and grants.
  10. Direct the activities of the internal fiscal office.
  11. Daily operation of the state's accounting system (OASIS) and the state's payroll system (KRONOS).
  12. Direct activities of a highly confidential nature.
  13. During the legislative session prepares and/or assigns fiscal note development, bill analysis, draft bills, answers requests from various legislators regarding the budget and fiscal costs required to implement educational related bills.
  14. Implement new fiscal management procedures, budget cuts, salary adjustments and budget improvements.
  15. Provide leadership to external vendors, county school systems and works with other divisions within the department on the implementation of fiscal matters including budgeting, procurement, and compliance with applicable policies and procedures of the state.
  16. Perform other assignments as deemed appropriate and necessary by the State Board of Education, Associate Superintendent, and the State Superintendent of Schools.

EDUCATION AND EXPERIENCE:
  1. BS in Business Administration or related field with emphasis in Accounting; Certified Public Accountant (CPA) designation preferred.
  2. Five (5) years of experience in accounting, budgeting and management; state government experience or in a role of controller preferred.
  3. Experience and skills in the state's accounting systems, OASIS and KRONOS.

PHYSICAL REQUIREMENTS:

This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions.   8. The staff member understands that travel throughout WV and out of state (including air travel) may be required on an occasional or frequent basis depending on the needs of the Department.
  9. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.
  10. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
