POSITION SUMMARY

The NAACP Empowerment Programs, Inc., a 501(c)(3) nonprofit organization for equal rights, seeks a Director, Unit Capacity, who is a highly organized, collaborative professional with strong project management and stakeholder relations skills who leads the administration of unit elections and governance compliance across the organization's field structure. This role ensures units conduct fair, transparent, and constitutionally compliant elections, while also strengthening the broader governance capacity of units through training, standard operating procedures, and complaint resolution support. The Director works closely and coordinates with the Director of Unit Engagement and National Director, Training and Development to meet compliance deadlines and election-cycle milestones.

Unit Capacity refers to a unit's overall ability to operate effectively and carry out the NAACP's mission. Unit capacity encompasses several interconnected factors, including:
  • Membership and Unit engagement
  • Leadership strength and Unit succession planning
  • Volunteer availability
  • Governance & Compliance support to Units
  • Program and advocacy activity
  • Administrative compliance (meetings, reporting, elections, etc.)


RESPONSIBILITIES/DUTIES

Under the direction of the Vice President, Governance, Compliance and Training, the Director, Unit Capacity will perform the following duties, to include, but not limited to:

  • Unit Elections Administration


  • Provide oversight, coordination, and technical assistance for unit elections from pre-election planning through certification of results
  • Develop and maintain an election compliance calendar tracking nomination periods, ballot deadlines, and certification timelines across all units
  • Serve as the primary point of contact for units on election procedures, eligibility requirements, and constitutional election standards
  • Coordinate election conflict resolution processes, including intake, documentation, and escalation to the Committee on Membership and Units (COMU) as needed
  • Support the execution of COMU Hearing Panels related to election disputes and other governance complaints
  • Prepare and deliver training for units on election governance practices, including candidate eligibility, campaign conduct, and voting procedures
  • Support National Board elections and related field-level coordination, including evenings/weekends during active election cycles
  • Document and track resolutions of election-related complaints and hearing outcomes


  • Governance Compliance & Standards


  • Develop a strategic approach for monitoring and informing the Field team and units on compliance standards, including annual report filings
  • Maintain working knowledge of the organization's Constitution & By-Laws and Membership Structure as they relate to unit capacity and elections
  • Collaborate with internal departments to assess compliance issues and prepare resolution strategies for Field Operations review


  • Standard Operating Procedures & Training


  • Develop and implement a Field and Membership Standard Operating Procedures manual on election administration and unit compliance, in collaboration with National Directors and Field Membership
  • Develop, manage, and update best-practice guidance on unit engagement and election readiness; deliver quarterly presentations to units


  • Reporting & Coordination

  • Oversee monthly reporting, including branch activity reports, compliance analysis, election readiness, and unit engagement activities
  • Function as the Department's liaison to units for election reporting and compliance tracking data requests
  • Assist in producing internal department reports and required public reports
  • Attend and participate in Field Operations conference calls, conventions, and conferences representing the Department
  • Travel to support elections, hearings, training, and other field assignments as needed

QUALIFICATIONS

  • Education/Experience


  • Bachelor's degree from an accredited college or university, or equivalent experience
  • 3-5 years of organizing experience, preferably in civil or human rights preferred
  • Demonstrated expertise in training and mobilizing large organizations, or 3-5 years of specialized organizing and mobilizing and organization recruitment; preferred
  • Demonstrated expertise in proofreading and copy-editing, with meticulous attention to detail
  • Proficiency in MS Office Suite, CRM, database management, and general office equipment
  • Effective written and oral communication skills, including ability to train and present to diverse audiences
