Summary

You will serve as principal subject matter expert for Construction Industrial Base, providing authoritative, independent advice to senior Navy leadership on strategies to deliver infrastructure at the speed of relevance.

You will be responsible for developing and presenting a comprehensive draft national strategy to strengthen the Construction Industrial Base, with recommendations to streamline processes, challenge conventional approaches, and drive innovation across the enterprise.

Duties

Help

• You will directly support the Department of the Navy's ability to deliver resilient and ready shore infrastructure by addressing systemic risks across labor, supply chain, and industrial capacity.
• You will develop and present a comprehensive national strategy for the Shore Infrastructure Industrial Base, identifying key challenges, opportunities, and strategic priorities.
• You will conduct expert-level analysis of the commercial construction industrial base to identify risks and vulnerabilities, including labor availability, supply chain disruptions, supplier financial health, and production capacity constraints.
• You will develop and recommend strategies to mitigate risk, improve predictability, reduce schedule variance, diversify the supplier base, and address single points of failure.
• You will provide data-driven, executive-level recommendations to senior Navy leadership to support decision-making related to industrial base performance, infrastructure delivery, and mission readiness.
• You will lead the development and execution of a national Shore Infrastructure Industrial Base strategy, including establishing priorities, aligning stakeholders, and leading a dedicated teams.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a professional engineer license.

TQ 1: Industrial Base, Infrastructure, & Supply Chain Expertise

Demonstrated expert knowledge and executive-level command of the commercial and defense industrial bases, with specific expertise in infrastructure, construction, and complex supply chain management. This includes a comprehensive understanding of labor market trends, material cost drivers, supplier capacity constraints, and industrial base vulnerabilities that directly impact large-scale project delivery. The incumbent must possess a proven track record of identifying critical supply chain vulnerabilities and designing forward-leaning, data-driven strategies to enhance resilience, diversify vendor pools, scale capacity, and improve long-term predictability. Furthermore, this requires a deep and thorough understanding of the legislative, regulatory, and policy frameworks-including Department of War (DoW) and Department of the Navy (DON) directives-governing federal acquisitions, facility construction, and the broader defense industrial base.

TQ 2: Strategic Advisory & Complex Acquisition Systems Expertise

Proven ability to provide high-level, executive consultation and deliver strategic, data-driven recommendations that optimize business processes, challenge conventional acquisition models, and drive informed decision-making within a complex military or federal headquarters. This includes comprehensive, hands-on knowledge of the Department of War (DoW) and Federal Acquisition Regulation (FAR) systems, with demonstrated experience steering the successful delivery of multi-million dollar, highly complex acquisition programs. The incumbent must possess advanced analytical capabilities to evaluate program performance, manage requirements across the Planning, Programming, Budgeting, and Execution (PPBE) cycle, and design innovative acquisition strategies that successfully mitigate risk, accelerate timelines, and align with overarching national security objectives.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:

A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

(I) Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or

(II) Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or

(III) Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or

(IV) Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
